U.S. Economy: Sales of New Homes Tumble 9% to 12-Year Low
Dec. 28 (Bloomberg) -- Sales of new homes in the U.S. fell to a 12-year low in November, pointing to bigger declines in construction that will hinder economic growth in 2008.
Purchases dropped 9 percent to an annual pace of 647,000 and October sales were revised lower, the Commerce Department said today in Washington. Last month's sales were weaker than the lowest forecast in a Bloomberg News survey of economists.
Treasury notes extended their rally and traders added to bets that the Federal Reserve will cut interest rates again in January to prevent a recession. New-home sales are down 25.4 percent so far this year, heading for the biggest annual decline since at least 1963.
``This gives a dire picture of the U.S. housing market,'' said Dana Saporta, an economist at Dresdner Kleinwort in New York. ``The weakness of the housing industry does raise the risk of recession.''
A separate report showed the National Association of Purchasing Management-Chicago's index of American business activity rose this month as new orders increased. The group's index climbed to 56.6, from 52.9 the previous month.
The deepest housing recession in 16 years will worsen as discounts fail to lure buyers and mounting foreclosures swell the glut of unsold properties, economists said. Falling property values may cause consumer spending to cool, increasing the odds the expansion will falter in 2008.
``The most important implication of this is it's going to drive down construction outlays and that's a direct effect on GDP,'' said Neal Soss, chief economist at Credit Suisse Group in New York.
Yields Retreat
The yield on the benchmark 10-year note fell 9 basis points to 4.11 percent at 10:21 a.m. in New York. The dollar weakened against the euro and stocks pared their advance. The Standard & Poor's Supercomposite Homebuilding Index, which includes KB Home, Pulte Homes Inc. and D.R. Horton Inc., declined 2.8 percent to 306.44.
A Bloomberg survey of 68 economists forecast sales would fall to an annual pace of 717,000 from a previously reported 728,000 rate in October, according to the median estimate. Economists' forecasts ranged from a low of 685,000 to a high of 750,000. Government records only go back to 1963.
Sales of new homes were down 34 percent from the same time last year, the biggest 12-month drop since January 1991. The median price fell 0.4 percent from November 2006 to $239,100.
The number of homes for sale at the end of November decreased 1.8 percent to 505,000, the fewest in two years. Still, because sales dropped even more, the inventory of unsold homes at the current sales pace jumped to 9.3 months from 8.8 months in October.
Regional Picture
Purchases fell in three of four regions, led by a 28 percent plunge in the Midwest. Sales dropped 19 percent in the Northeast and 6.4 percent in the South. They rose 4 percent in the West.
The housing recession has deepened since the August turmoil in subprime mortgages led to a worldwide credit shortage. Stricter borrowing standards and a freeze on lending to borrowers with poor credit put mortgages out of reach for more potential buyers. That's driving home prices lower, weakening sales as people hold out for even bigger reductions.
Sales of new houses will probably tumble 8.9 percent in 2008 after a 25 percent drop this year, according to a Dec. 13 forecast from Fannie Mae, the largest mortgage buyer. Sales of new homes in November were 53 percent down from their July 2005 peak.
Prices Decline
Home prices in 20 metropolitan areas fell 6.1 percent in the 12 months to October, the most in at least six years, according to a report this week by S&P/Case-Shiller. The decline raises the risk that more Americans will walk away from properties that are worth less than they owe, economists said.
Lehman Brothers Holdings Inc. is forecasting prices will fall at least 15 percent from peak to trough. By that measure, the S&P/Case-Shiller index is down 6.6 percent so far.
With sales and prices falling, foreclosures rose 68 percent in November from a year earlier. They may continue surging in 2008 as mortgages for some subprime borrowers with adjustable rates reset.
As foreclosures throw more homes onto the market, homebuilders such as Hovnanian Enterprises Inc., New Jersey's largest, are scaling back.
Hovnanian plans to ``pare down our inventories in virtually all our markets,'' Chief Executive Officer Ara Hovnanian said on a conference call Dec. 19. ``It will be a difficult year.''
Construction
Housing starts are near a 14-year low and have fallen 48 percent since their January 2006 peak. Declining home construction has subtracted from economic growth for the last seven quarters, and economists are expecting the drag to continue in 2008.
The weaker housing market is also forecast to undermine consumer spending, which makes up two thirds of the economy, as falling property values leave owners feeling less wealthy and with less equity to tap for extra cash.
The odds of recession have increased since the credit markets froze as a result of the subprime crisis. The economy will expand at a 1 percent annual pace in the fourth quarter after growing at a 4.9 percent rate from July through September, according to the median forecast of economists surveyed this month by Bloomberg News.
`The probability of recession is 50 percent for next year at some point,'' Martin Feldstein, head of the National Bureau of Economic Research, which determines when contractions start and end, said in a Dec. 14 interview. ``We could see a downturn starting sometime in the spring or the second quarter of next year.''

Citigroup, JPMorgan, Merrill Face More Writedowns, Goldman Says
Dec. 27 (Bloomberg) -- Citigroup Inc., JPMorgan Chase & Co. and Merrill Lynch & Co. may write down an additional $34 billion in securities linked to the collapse of the subprime mortgage market, according to Goldman Sachs Group Inc.
Citigroup, the biggest U.S. bank, may reduce the value of its holdings by $18.7 billion in the fourth quarter and cut its dividend 40 percent, Goldman analyst William Tanona said in a Dec. 26 report on the New York-based companies. JPMorgan Chase & Co., the third-largest U.S. bank, may write off $3.4 billion, double Goldman's previous estimate. Merrill Lynch & Co. may reduce its holdings by $11.5 billion, he wrote.
Losses and writedowns at the world's biggest banks and securities firms total $97 billion this year, according to data compiled by Bloomberg. The market for collateralized debt obligations, loans packaged into new securities, has dried up after surging subprime mortgage defaults led to rating downgrades and convinced many investors to buy only the safest debt.
``It will be a couple of quarters before the current credit crisis is fully digested by the markets,'' wrote Tanona, who has a ``sell'' rating on Citigroup's stock and a ``neutral'' rating on JPMorgan and Merrill. ``Given the magnitude of the writedowns we assume and Citi's remaining exposure, we believe the firm has a serious need to preserve or raise additional capital.''
Tanona downgraded Citigroup's shares on Nov. 19 and was the last of six analysts who follow the company to advise clients to sell the stock. Nine analysts rate Citigroup a ``buy'' while eight recommend holding the stock, according to Bloomberg data.
Shares Decline
Citigroup, which has fallen 47 percent this year in New York trading, dropped 69 cents to $29.76 on the New York Stock Exchange at 11:49 a.m. JPMorgan, down 7.9 percent this year, fell 47 cents to $44.47. Merrill Lynch declined $1.06, or 1.9 percent, to $53.48.
Citigroup is trying to preserve capital after reporting a 57 percent drop in earnings for the third quarter and forecasting as much as $11 billion in losses and writedowns in the fourth quarter. The New York-based bank, which pays a 54-cent dividend, will have to raise $6.2 billion to meet its capital needs, according to Tanona.
Citigroup Chief Executive Officer Charles O. ``Chuck'' Prince III stepped down last month and the bank got a $7.5 billion investment from Abu Dhabi's sovereign wealth fund after predicting further losses.
Writedowns at the biggest banks are still likely to be ``significantly larger than investors are anticipating,'' Tanona wrote.
Dividend Predictions
Citigroup tumbled 8.1 percent on Nov. 1 after CIBC World Markets analyst Meredith Whitney said it may have to trim its dividend. Deutsche Bank AG analyst Michael Mayo also predicted a dividend cut, saying the investment from Abu Dhabi is ``probably not enough'' to absorb credit losses.
The company pays a dividend equal to 7.1 percent of its stock price, more than twice the 3.3 percent yield of the average financial stock in the Standard & Poor's 500 Index. Executives have said they intend to maintain the payout.
Citigroup, which picked former Morgan Stanley investment banker Vikram Pandit to succeed Prince, will still have about $24.5 billion in CDO investments after the writedown, Goldman said.
Tanona previously had estimated that Merrill, which replaced CEO Stan O'Neal with John Thain, would have to write down $6 billion of securities.
``Many of the December year-end firms are likely to be more aggressive with their marks,'' Tanona wrote. ``Particularly those with high levels of exposure such as Citi and Merrill Lynch, both of whom have new CEOs at their helms.''
Sanford C. Bernstein & Co. analyst Brad Hintz estimated in a note dated today that Merrill will have a CDO-related writedown of $10 billion in the fourth quarter.

U.S. Consumer Confidence Index Unexpectedly Rose in December
U.S. Consumer Confidence Index Unexpectedly Rose in December
Dec. 27 (Bloomberg) -- Consumer confidence in the U.S. unexpectedly rose in December, led by a gain in optimism about the future even as perceptions of the current situation deteriorated.
The Conference Board's index of confidence increased to 88.6, the first gain in five months, from a revised 87.8 the prior month, the New York-based group said today. The index averaged 105.9 last year.
The figures may ease concern that consumer spending, which accounts for more than two-thirds of the economy, will cool more than forecast and derail the expansion, economists said. Gains in jobs and wages are cushioning the blow from high fuel bills, lower home values, and restrictions on borrowing.
``Spending is holding up much better than the confidence surveys would suggest,'' Lynn Reaser, chief economist at the Investment Strategy Group of Bank of America Corp. in Boston, said before the report.
Consumer confidence was forecast to drop to 86.5, from an originally reported reading of 87.3 for November, according to the median estimate in a Bloomberg News survey of 58 economists. Projections ranged from 82 to 90.
Earlier today, Labor Department figures showed initial claims for jobless benefits unexpectedly rose last week and total benefit rolls reached a two-year high, reflecting a weakening U.S. labor market.
Business investment in machinery and communications gear softened last month, suggesting the housing slump may be spreading to other parts of the economy, economists said following a Commerce Department report.
Compared with other sentiment gauges, the Conference Board's index tends to be more influenced by attitudes about the state of the labor market, economists said. A report last week showed the Reuters/University of Michigan consumer sentiment index fell to the lowest in more than two years in December.
The Conference Board's measure of present conditions dropped to 108.3 from 115.7 the prior month. The gauge of expectations for the next six months increased to 75.5 from 69.1.

Matsushita May Acquire Control of Hitachi LCD Unit
Matsushita May Acquire Control of Hitachi LCD Unit
Dec. 25 (Bloomberg) -- Matsushita Electric Industrial Co., the world's largest maker of plasma televisions, may buy control of a Hitachi Ltd. unit to increase sales of faster-growing liquid-crystal display sets.
The company may almost double its stake in LCD maker IPS Alpha Technology Ltd. to more than 50 percent, the Osaka-based maker of Panasonic-brand products said in a statement today. Financial terms weren't disclosed.
Matsushita joins LG.Philips LCD Co. in buying shares of display makers to weather a supply shortage that analysts at Lehman Brothers Holdings Inc. and UBS AG estimate will persist next year. LCD TVs are taking market share from plasma by offering brighter images and slimmer models.
``The move will give Matsushita a foothold to expand in LCDs,'' said Hideyuki Suzuki, an analyst at SBI E*Trade Securities Co. in Tokyo. ``There's been a concern with Matsushita because it's focusing on plasma screens at a time when LCD screens are overwhelmingly better.''
Global shipments of LCD TVs will rise 33 percent to 94.7 million units in 2008 as those of plasma sets climb 26 percent to 13.1 million units, according to JPMorgan Chase & Co. estimates this month.
Matsushita shares rose 0.4 percent to 2,310 yen as of 2:07 p.m. in Tokyo. Hitachi's stock climbed 3.7 percent.
Largest Shareholder
Hitachi is the largest shareholder in IPS Alpha with a 50 percent stake, followed by Matsushita's 30 percent and Toshiba Corp.'s 15 percent. The venture said in September it's spending 9 billion yen ($79 million) to raise annual production capacity, in terms of 32-inch panels, at its Mobara plant in Chiba prefecture by 20 percent to 6 million units by the end of September 2008.
Separately, Matsushita and Canon Inc. said in the statement they will each buy 24.9 percent Hitachi Displays Ltd., which makes smaller LCDs used in mobile phones and cameras, by the end of March. Canon's holdings in the company may increase to a controlling stake, according to the statement.
Matsushita and Canon expect the investments to help the companies develop new organic light emitting diode displays, according to the statement. Organic panels are brighter, slimmer and consume less energy than LCDs.
The investments add to evidence of a reorganization in Japan's display industry after competition including from South Korea's Samsung Electronics Co. and Taiwan's AU Optronics Corp. drove down prices and profits. Toshiba, Japan's largest chipmaker, said last week it may sell its stake in IPS after agreeing to buy panels from Sharp Corp.

Retail Sales Fell for Fourth Week, ShopperTrak Says
Retail Sales Fell for Fourth Week, ShopperTrak Says
Dec. 24 (Bloomberg) -- Sales at U.S. stores fell for the fourth straight week as rising fuel and food prices threatened to hand retailers their worst holiday shopping season in five years.
Spending fell 2.2 percent for the week through Dec. 22 from a year earlier, Chicago-based ShopperTrak RCT Corp. said in a statement today. Discounter Target Corp. said separately that sales at stores open at least a year may decline in December after customer visits slowed following the Thanksgiving holiday.
A 7.6 percent increase on the Saturday before Christmas wasn't enough to lift retailers' revenue last week as shoppers grapple with $3-a-gallon gasoline and a deepening housing slump. This year's holiday shopping season may grow at the slowest pace since 2002 as stores struggle to recapture the gains they saw on the Friday after Thanksgiving
``After a huge start of Black Friday, the consumers have never been excited since then to shop,'' Britt Beemer, chairman of America's Research Group, said in a Bloomberg Radio interview. ``The deals haven't gotten any better.''
Sales rose 19 percent over the weekend from Dec. 21 to Dec. 23, ShopperTrak said.
``Last-minute shoppers swamped the stores on the weekend,'' Bill Martin, co-founder of ShopperTrak, said in a statement.
Internet Sales
U.S. Internet sales have risen at the slowest pace on record as discounts cut revenue in the final days of the holiday shopping season.
Online spending from Nov. 1 through Dec. 21 increased 19 percent from the same period a year earlier to $26.3 billion, Reston, Virginia-based ComScore Inc. said Dec. 23. Sales trailed last year's 26 percent growth and the research firm's forecast for a 20 percent gain during this year's holidays.
The National Retail Federation in Washington has said that sales may rise 4 percent this November and December, the smallest gain in five years. ShopperTrak has predicted a 3.6 percent increase.
Although customer visits increased for the week ended Dec. 22, ``this increase was not sufficient to compensate for the unfavorable traffic trends that carried over into December from the week following Thanksgiving,'' Target said on a recorded call.

U.K. House Prices Fall the Most in Three Years, Hometrack Says
U.K. House Prices Fall the Most in Three Years, Hometrack Says
Dec. 24 (Bloomberg) -- U.K. house prices fell the most in three years in December, and the threat of more declines may cause the property market to seize up in 2008, Hometrack Ltd. said.
The average cost of a home in England and Wales slipped for a third month, dropping 0.3 percent to 175,200 pounds ($348,350), the London-based research group said today. The number of property transactions will fall 17 percent and prices will rise just 1 percent next year, Hometrack forecast.
Bank of England policy makers said this month that a drop in house prices seemed ``more pronounced'' than expected as they cut their benchmark interest rate for the first time in two years. Record debt, higher mortgage costs and the property market's worst performance since 1995 have discouraged homebuyers.
``The second half of the year has seen a major reversal in confidence,'' Richard Donnell, director of research at Hometrack, said in a statement. ``Just as the financial markets have faced a liquidity squeeze, so the housing market is in danger of facing its own liquidity squeeze.''
Prices increased 3 percent from a year earlier, the least in 18 months, Hometrack said. The average selling time for a home rose to 8.3 weeks, the most since the survey of real-estate agents and surveyors began in 2001.
Mortgage lender HBOS Plc said Dec. 5 that home values fell for a third month in November, the worst streak in 12 years. Estate agents and surveyors became the most pessimistic about house prices since at least 1998 last month, the Royal Institution of Chartered Surveyors said Dec. 13.
Lack of Homes
The number of property transactions will fall because uncertainty among sellers about the health of the market will cause a ``major lack'' of homes for sale in the first quarter, Donnell said.
``This will act as a support to prices, while also leading to greater price volatility in those markets where there is the greatest lack of supply,'' he said.
Citigroup Inc. has been less optimistic, forecasting that a ``toxic mix'' of overvaluation, record debt levels and prohibitive mortgage costs will probably lead to further price declines.
Britons face higher loan costs after contagion from the U.S. subprime-mortgage collapse froze lending between banks. That also led to a run on the deposits of mortgage lender Northern Rock Plc in September, the first on a British bank in more than a century.
Average Rate
The average rate offered by lenders on a mortgage for 95 percent of the price of a property, fixed for 24 months, increased to 6.44 percent from 6.42 percent in October, the Bank of England said Dec. 11. Total outstanding consumer debt is 1.4 trillion pounds.
The central bank cut the benchmark rate by a quarter point to 5.5 percent on Dec. 6 on concern about the prospects for economic growth. That may nevertheless not be enough to lure buyers back into the market, said Hometrack.
``Levels of market activity are likely to remain subdued over the course of 2008, especially over the first half of the year,'' Donnell said. ``Lower interest rates and continued growth in household incomes will help to ease affordability pressures but it is a trend that will need to run for a good 12 to 18 months.''

Goldman Awards Blankfein a Record $67.9 Million Bonus for 2007
Goldman Awards Blankfein a Record $67.9 Million Bonus for 2007
Dec. 21 (Bloomberg) -- Goldman Sachs Group Inc., the world's biggest securities firm, awarded Chief Executive Officer Lloyd Blankfein $67.9 million in cash, restricted stock and options for 2007, topping last year's record-setting $53.4 million.
Blankfein, 53, will receive $26.8 million in cash, 112,675 restricted stock units and 322,104 options, the New York-based firm said today in a filing with the U.S. Securities and Exchange Commission.
Goldman shattered Wall Street profit records for the fourth-consecutive year even as rivals such as Morgan Stanley and Merrill Lynch & Co. suffered mortgage-related losses. Goldman set aside $20.2 billion to pay employee salaries, benefits and bonuses, 23 percent more than last year.
``There are successful people and then there's extraordinary success, and they're trying to show as a firm that they're really extraordinary,'' said Jeanne Branthover, managing director of Boyden World Corp., an executive recruiter in New York. ``They're rewarding him for leading such a fabulously successful ship.''
Blankfein's pay, up 27 percent from 2006, contrasts with peers at Morgan Stanley and Bear Stearns Cos. who gave up year- end bonuses after posting losses related to subprime mortgages.
Morgan Stanley CEO John Mack and Bear Stearns CEO James ``Jimmy'' Cayne, who each received $40 million last year, aren't taking any bonuses after reporting the first-ever quarterly losses in the firms' history.
Lehman Brothers Holdings Inc., which reported a 5 percent increase in 2007 net income, boosted CEO Richard Fuld's year-end stock bonus by 4 percent to $35 million this year.
Metals Salesman
Last year, Goldman gave Blankfein $27.3 million in cash, $15.7 million in restricted stock and options to buy shares that the firm valued at almost $10.5 million at the time. Added to his $600,000 salary, he made a total of $54 million. Blankfein's salary is unchanged this year.
``Goldman Sachs are just in a league in their own, they're an outlier when it comes to compensation,'' said Henry Higdon, managing partner of recruiting firm Higdon Partners LLC in New York.
Blankfein, a Harvard-educated lawyer who grew up in Brooklyn and joined Goldman as a metals salesman in 1982, took over as CEO from Henry Paulson last year. Paulson, now U.S. Treasury secretary, took his bonus in stock during each of the last three years he headed the firm. By contrast, Blankfein has taken some of his bonuses in cash.
Goldman rose $6.93, or 3.4 percent, to $209.60 at 4:05 p.m. in New York Stock Exchange composite trading. The stock has risen 5.1 percent this year, compared with a 23 percent decline in the 12-member Amex Securities Broker/Dealer Index.

Banks Drop Treasury-Backed Plan to Bail Out SIVs
Banks Drop Treasury-Backed Plan to Bail Out SIVs
Dec. 21 (Bloomberg) -- Citigroup Inc., Bank of America Corp., and JPMorgan Chase & Co. abandoned a U.S. Treasury- sponsored plan to buy assets from cash-strapped structured investment vehicles.
The ``SuperSiv'' fund brokered by Treasury Secretary Henry Paulson, slated to be about $80 billion when it was announced in October, ``is not needed at this time,'' the banks said in a statement today.
The need for a bailout has diminished as HSBC Holdings Plc, bond insurer MBIA Inc. and other companies that manage SIVs arranged their own rescues. The steps lessened the threat that SIVs will dump their holdings and further roil credit markets contaminated by losses in securities tied to subprime mortgages. New York-based Citigroup said last week it would guarantee $58 billion in debt from SIVs it manages in order to avoid a forced sale of the assets.
``The market is in surgery and they can't even get the Band- Aids to work,'' said Thomas Flaherty, who manages $25 billion in corporate debt at Aberdeen Asset Management in Philadelphia.
More than 20 banks, SIVs and investment managers participated in the discussion with BlackRock Inc. serving as the adviser, the statement said. The banks could revive the plan if needed.
`A Better Position'
SIVs reduced their holdings to less than $265 billion from $340 billion during the summer, the banks said in the statement. The assets are expected to continue to decline.
``The private sector participants always indicated that this vehicle was designed to complement other market solutions,'' Jennifer Zuccarelli, spokeswoman for the Treasury Department, said today in a statement. ``The department appreciates the efforts of the financial professionals.''
Citigroup took $49 billion in SIV assets onto its balance sheet, following decisions by banks, including HSBC and WestLB AG, to take on the assets of SIVs or provide financing to ones they manage.
``It basically means the bank is going to stand behind those SIVs, which is probably a better position for any investor than having it come under an umbrella super fund which is then going to eat up some of the asset value on fees,'' said Brian Bethune, an economist at Global Insight Inc. in Lexington, Massachusetts, on Bloomberg TV.
Moody's earlier this month said it was considering whether to cut the ratings on $105 billion of debt sold by SIVs, which were set up to make money by borrowing in the commercial paper and medium-term note markets and buying longer-maturity, higher- yielding assets such as bank notes and mortgage bonds.
Shunning the Debt
Investors started shunning the debt or demanding yields that would have been prohibitive for the SIVs after learning that some of the companies bought securities tied to subprime home loans, or mortgages for people with poor credit.
SIVs emerged in August as one of the biggest threats to capital markets that were rocked by record-high defaults on subprime mortgages. Citigroup invented SIVs in 1988 and was the biggest manager of the funds.
The average net asset values of SIVs tumbled to 55 percent from 71 percent a month ago and 102 percent in June, according to Moody's. The net asset value is the amount that would be left for investors if a fund had to sell holdings and repay debt.
BLOOMBERG

U.S. Economy: Spending in November Increased More Than Forecast
U.S. Economy: Spending in November Increased More Than Forecast
Dec. 21 (Bloomberg) -- Consumer spending in the U.S. rose more than forecast in November, allaying concern that the slowest shopping season in five years may have already pushed the economy into recession.
Purchases gained 1.1 percent after a 0.4 percent increase in October that was more than previously estimated, the Commerce Department said today in Washington. Incomes also advanced, while the Federal Reserve's preferred measure of inflation accelerated, the report showed.
While the gain in November spending was the biggest in more than two years, it preceded reports by Circuit City Stores Inc., Best Buy Co. and other retailers that warned of a slump in purchases. A private report today showed consumer confidence slid to the lowest level in more than two years in December.
``The tone of the fourth quarter looks to be weak, but not nearly by enough to threaten imminent recession,'' said Stephen Stanley, chief economist at RBS Greenwich Capital in Greenwich, Connecticut, who previously worked at the Fed's Richmond branch.
Economists forecast spending would rise 0.7 percent, after an originally reported 0.2 percent increase in October, according to the median of 73 estimates in a Bloomberg News survey. The November increase was the biggest since July 2005.
Treasuries slipped, sending the 10-year note yield up to 4.09 percent at 10:55 a.m. in New York, from 4.05 percent late yesterday.
Confidence Falls
The Reuters/University of Michigan final index of consumer sentiment for December dropped to 75.5, the lowest since October 2005, from 76.1 last month. The gauge has averaged 88 since monthly data were first compiled in 1978.
Weekly surveys suggest the November spending boom may not be sustained. Holiday sales declined in the seven days ended Dec. 15 for the third straight week, according to ShopperTrak RCT Corp. This year's holiday season may be the weakest since 2002, according to the National Retail Federation.
Circuit City, the second-largest U.S. consumer-electronics retailer, said its third-quarter loss widened to $207.3 million, or $1.26 a share, from a loss of $20.4 million, or 12 cents, a year earlier. Sales dropped 3.1 percent to $2.94 billion, the Richmond, Virginia-based company said today in a statement.
December has had ``a little slower start to the season than we had hoped,'' Brad Anderson, chief executive officer of Best Buy, the largest U.S. consumer-electronics retailer, said in a Dec. 18 interview.
Incomes Gain
Incomes rose 0.4 percent after a 0.2 percent increase the prior month, today's Commerce report showed. Personal income was forecast to rise 0.5 percent, according to the survey median.
The advance in sales last month, and a higher estimate for October purchases than previously reported, indicates the economy won't contract this quarter as some analysts had predicted.
Bill Gross, manager of the world's biggest bond fund at Pacific Investment Management Co. in Newport Beach, California, said in an interview with the Financial Times published yesterday that ``if I had to be bold I'd say we began a recession in December.''
Today's figures suggest ``we can postpone fears of a recession at least until next year,'' said Ryan Reed, an economist at National City Corp. in Cleveland, who forecast a 1 percent gain in spending. ``With the headwinds that the consumer is currently dealing with, spending gains of this size are unsustainable going into the new year.''
Inflation Accelerates
The inflation measure tracked by the Fed rose 0.2 percent for a second month. It was up 2.2 percent from November 2006, the biggest year-over-year gain since March, compared with the 2 percent median estimate in the Bloomberg survey.
Adjusted for inflation, spending increased 0.5 percent, the most this year, after a 0.1 percent increase the prior month, the report showed.
Because the increase in spending was larger than the gain in incomes, the savings rate dropped to minus 0.5 percent, the lowest since August 2005, from 0.3 percent the prior month. A negative rate suggests consumers are drawing down savings to maintain spending.
Disposable income, or the money left over after taxes, rose 0.3 percent. Adjusted for inflation, disposable income decreased 0.3 percent.
Inflation-adjusted spending on durable goods, such as autos, furniture, and other long-lasting items, rose 0.6 percent after falling 0.1 percent. Purchases of non-durable goods also increased 0.6 percent and spending on services, which account for almost 60 percent of all outlays, rose 0.5 percent.
The job market may be one bright spot for Americans, as the housing recession extends into 2008 and the subprime mortgage crisis makes borrowing tougher. Payrolls rose by 94,000 in November and the jobless rate was unchanged at 4.7 percent for a third month, the Labor Department said this month.
Some merchants took matters into their own hands last month to stimulate sales. Bentonville, Arkansas-based Wal-Mart Stores Inc., the world's largest retailer, said November sales rose within the company's forecast as shoppers stocked up on holiday food and gifts. Wal-Mart increased post-Thanksgiving discounts to lure shoppers into its stores early in the season.

Fed to Offer Special Auctions as `Long as Necessary'
Fed to Offer Special Auctions as `Long as Necessary'
Dec. 21 (Bloomberg) -- The Federal Reserve will conduct biweekly emergency auctions of loans as ``long as necessary'' as part of a global attempt by central bankers to restore faith in the money markets.
The Fed and European Central Bank loaned $30 billion in 35- day funds today at an interest rate of 4.67 percent, 2 basis points more than the initial special auctions four days ago. The rates are less than the 4.75 percent banks are charged to borrow directly at the Fed's discount window, suggesting the central bank is making progress in alleviating the credit crunch.
``The Fed finally gets it,'' said Andrew Brenner, co-head of structured products in New York at MF Global Ltd.
The U.S. central bank had previously scheduled four special auctions, with the final two slated for Jan. 14 and Jan. 18. The central banks, along with those in Canada, Switzerland and the U.K, announced plans on Dec. 12 to move in concert to alleviate the credit squeeze threatening global growth, in the biggest act of international economic cooperation since the Sept. 11 terrorist attacks.
The difference between three-month U.S. Treasury bills and the three-month London Interbank Offered Rate, known as the TED spread, narrowed 3 basis points to 1.93 percentage point. The difference was 35 basis points at the start of the year.
Fewer Bidders
Financial institutions submitted $57.66 billion in bids to the Fed, resulting in a bid-to-cover ratio of 2.88, lower than the prior auction. There were 73 bidders, compared with 93 banks and securities firms earlier, the central bank said in a statement today.
``The rate wasn't so high that it should cause concern about any dire need for liquidity,'' said Michael Pond, an interest-rate strategist in New York at Barclays Capital Inc., one of the 20 primary securities dealers that trade directly with the Fed. ``People were looking for funds and liquidity on a competitive basis.''
All the funds were made available at the stop-out rate, or the lowest rate that the Fed accepted at the auction. Bids at the stop-out rate were prorated at 73.40 percent, compared with 1.96 percent at the $20 billion auction of 28-day funds.
The minimum accepted bid rate set by the Fed for today's auction was 4.15 percent, a rate based on a measure, known as the overnight indexed swap rate, of the average overnight fed funds rate over the term of the credit being auctioned.
Overnight indexed swaps are derivatives in which one person agrees to pay a fixed rate in exchange for receiving the average of a floating central bank rate over the life of the swap. For such swaps based in U.S. dollars, the floating rate is the daily effective federal funds rate.
`It's a sign the Fed is being nimble in terms of managing reserves and these temporary liquidity problems,'' said Kenneth Kim, an economist at Stone & McCarthy Research Associates in Skillman, New Jersey. ``I don't think they will have to do much more but it's a good sign.''

U.S. Consumer Spending Probably Rose in November as Wages Grew
U.S. Consumer Spending Probably Rose in November as Wages Grew
Dec. 21 (Bloomberg) -- Consumer spending in the U.S. probably rose by the most in 10 months in November as wages grew and shoppers took advantage of early holiday discounts, economists said ahead of a government report today.
The 0.7 percent increase in purchases followed a 0.2 percent gain the prior month, according to the median of 73 estimates in a Bloomberg News survey. One of the report's inflation measures, the Federal Reserve's favorite, probably accelerated.
Gains in jobs and salaries may avert a collapse in spending, which accounts for more than two-thirds of the economy, as home values fall and fuel costs rise. The jump in sales last month reduced the odds the economy would contract this quarter, even as recent retail surveys suggest shopping has cooled in December.
``We have yet to see the consumer panic,'' said Michael Englund, chief economist at Action Economics LLC in Boulder, Colorado. ``The real takeaway from November is an explosion in spending, and soaring prices. The Fed will have to come to grips with inflation.''
The Commerce Department's report is due at 8:30 a.m. in Washington. Spending estimates ranged from gains of 0.2 percent to 1.1 percent, based on the Bloomberg survey. Incomes probably rose 0.5 percent in November, the most in four months, based on the survey median.
At 10 a.m., the Reuters/University of Michigan report on consumer sentiment may show confidence dropped to a two-year low in December.
Price Increases
Today's Commerce figures may also show core prices, which are tied to spending and exclude food and fuel, rose 0.2 percent in November for a third month, according to the Bloomberg survey. The measure probably increased 2 percent from November 2006, the biggest year-over-year gain in six months.
The tone of today's report will hinge on whether the jump in prices accounted for much of the expected increase in spending, economists said.
A disappointing reading would suggest demand for other goods is sagging. Higher energy bills may eat into Americans' purchasing power, while lower property values make it harder for owners to tap home equity for extra cash.
Last week's report of a bigger-than-forecast jump in November consumer prices reignited concern inflation may pick up. That would give the Fed less room to trim interest rates to fend off a recession, economists said.
``Recent developments, including the deterioration in financial market conditions, have increased the uncertainty surrounding the outlook for economic growth and inflation,'' policy makers said in a statement after their Dec. 11 meeting.
More Jobs
The job market may be one bright spot for Americans, as the housing recession extends into 2008 and the subprime mortgage crisis makes borrowing tougher. Payrolls rose by 94,000 in November and the jobless rate was unchanged at 4.7 percent for a third month, the Labor Department said this month.
Some merchants took matters into their own hands last month to stimulate sales. Best Buy this week reported a 52 percent jump in profit for the quarter ended Dec. 1 and raised its annual forecast on demand for flat-panel televisions, computers and video-game consoles.

Οι τράπεζες αναμένεται να συμμορφωθούν πλήρως με τις υποδείξεις του διοικητή και να μειώσουν τα επιτόκια στα υφιστάμενα δάνεια που υπάρχουν σε λίρες. Τι σημαίνει αυτό;

Οι τράπεζες αναμένεται να συμμορφωθούν πλήρως με τις υποδείξεις του διοικητή και να μειώσουν τα επιτόκια στα υφιστάμενα δάνεια που υπάρχουν σε λίρες. Τι σημαίνει αυτό;

Vivendi's SFR to Offer $6.4 Billion for Neuf Cegetel
Vivendi's SFR to Offer $6.4 Billion for Neuf Cegetel
Dec. 20 (Bloomberg) -- Vivendi SA's SFR phone unit offered to buy the rest of Neuf Cegetel for 4.5 billion euros ($6.4 billion) to challenge France Telecom SA in the market for combined fixed-line, Internet and mobile services.
SFR, which owns 40.5 percent of Neuf, will pay 34.50 euros a share for the 29.5 percent stake held by Louis Dreyfus & Cie., the commodities firm that helped found Neuf a decade ago. SFR will bid 36.50 euros for the remaining shares in the market. The prices include the 2007 dividend.
The acquisition of Boulougne-Billancourt-based Neuf Cegetel, France's second-largest fixed-line phone company, adds 3.1 million high-speed Internet customers for SFR and more than 3 billion euros in annual revenue. SFR, Vivendi's largest business, has about 34 percent of the French mobile market, compared with France Telecom's 45 percent.
``This would create a more formidable competitor,'' Jerry Bellman, an analyst at Kepler Equities in Paris, said in a telephone interview. ``For SFR this is a defensive move, to be well-positioned for fixed-mobile convergence.''
SFR will borrow money from Vivendi at market rates to pay for the shares, Paris-based Vivendi said in an e-mailed statement today. Vivendi will seek 1 billion euros to 2 billion euros from its shareholders to finance the purchase, which will add to net adjusted income from 2009, according to the statement.
Shares Drop
Neuf shares fell 1.17 euros, or 3.2 percent, to 35.57 euros as of 11:23 a.m. in Paris trading. The stock had risen 42 percent in the past 12 months before today, in part on speculation of a bid by SFR. Trading was suspended yesterday and Dec. 18 pending an announcement.
Vivendi shares gained 10 cents, or 0.3 percent, to 31.20 euros, giving the company a market value of 36.3 billion euros.
The transaction is the biggest announced telecommunications deal since June 30, when investors led by the Ontario Teachers' Pension Plan and Providence Equity Partners Inc. agreed to buy BCE Inc., Canada's biggest phone company, for C$34.2 billion ($34.1 billion).
Vivendi owns 56 percent of SFR, which is France's second- largest provider of mobile-phone services, while Vodafone Group Plc holds the remaining 44 percent. Vodafone approves of the transaction, which ``supports fixed and mobile integration in mainland Europe, in line with our strategy,'' according to a statement from the Newbury, England-based company.
SFR, led by CEO Frank Esser, accounted for 43 percent of Vivendi's third-quarter sales and 53 percent of profit, making it bigger than Vivendi's Universal Music Group and pay-television unit Canal Plus.
Market Value
Based on the public offer price, the deal puts a value on Neuf Cegetel of 7.66 billion euros, less than the company's 7.7 billion-euro market capitalization when trading was halted Dec. 18. The transaction values Neuf Cegetel at 25.7 times this year's forecast earnings, versus an average price-earnings ratio of 14.7 for European telecommunications stocks, Bloomberg data shows.
``Neuf Cegetel in the past two, three years has demonstrated an operational excellence that justifies a good price,'' Alexandre Iatrides, an analyst at Richelieu Finance, said in an interview on Bloomberg Television. ``This is a highly strategic acquisition. The logic of the deal is clear.''
Neuf Cegetel's nine-month sales rose 14 percent to 2.44 billion euros, boosted by takeovers, the company said in November. The fixed-line operator bought Deutsche Telekom AG's T- Online France, operator of the Club Internet brand, in July for about 500 million euros.
The purchase of T-Online France vaulted Neuf Cegetel past Iliad SA as France's second-biggest provider of high-speed Internet via copper phone lines, known as asymmetric digital subscriber lines, or ADSL. Neuf bought Time Warner Inc.'s AOL France unit for 288 million euros in October last year.
Client Growth
Neuf Cegetel had 3.12 million broadband-Internet clients at the end of September, compared with 2 million a year earlier. France Telecom, the country's former phone monopoly, had 6.9 million ADSL clients at the end of September.
Dreyfus created telecommunications company LDCom in 1998 and changed the name to Neuf Telecom in 2004. Neuf merged with Vivendi's fixed-line and Internet division Cegetel in 2005.
Vivendi has stepped up the pace of acquisitions in the past year, buying French pay-TV rival Television Par Satellite in January, BMG Music Publishing Group in July and announcing the purchase of Activision Inc. this month.
SFR agreed to buy Tele2 AB's French fixed-line telephony and Internet unit this year for about 3.3 billion kronor ($501 million) in a first move to offer high-speed Web access as well as mobile-phone services.

U.K. Economy Grows Faster Than Forecast on Spending
U.K. Economy Grows Faster Than Forecast on Spending
Dec. 20 (Bloomberg) -- The U.K. economy expanded faster than economists forecast in the third quarter, driven by the strongest consumer spending in more than a year.
Gross domestic product increased 3.3 percent in the three months through September from a year earlier, the Office for National Statistics said in London today. The reading was higher than the 3.2 percent previously estimated by the government, which was the median forecast of 26 economists in a Bloomberg News survey. On the quarter, the economy expanded 0.7 percent.
Economic growth may have peaked after a worldwide credit market slump swelled losses at banks and provoked a slowdown in the housing market. Bank of England policy makers made their first unanimous decision for a rate cut in six years this month, saying that financial market turmoil posed a greater threat to the economy than faster inflation.
``This was three months ago,'' said James Knightley, an economist at ING Financial Markets in London. ``Growth risks are toward the downside'' and ``if you add in the housing market worries, it does suggest we could get broad-based weakness in the coming months.''
The pound fell $0.0063 against the dollar to $1.9909 at 10:26 a.m. in London. The U.K. currency dropped below $2 for the first time in three months yesterday.
Consumer Spending
Consumer spending expanded 1.1 percent in the quarter from the previous three months, the most since the second quarter of 2006 and higher than the 1 percent previously estimated, the statistics office said. Fixed investment in the quarter was revised up to 2.4 percent from 1.6 percent measured last month.
Bank of England policy makers made their first unanimous decision for a rate cut since 2001 this month, lowering the rate to 5.5 percent. Prime Minister Gordon Brown said yesterday that Britain is prepared to withstand turmoil in financial markets because of decisions he made to keep a lid on inflation.
The central bank, Federal Reserve and European Central bank have all made short-term loans with looser conditions this week in an effort to bring down interbank credit costs and prevent a cash shortage from turning into a credit crunch.
Banks have developed a ``disturbing'' reluctance to lend to one another that may spark a self-reinforcing deterioration of credit conditions, Bank of England Governor Mervyn King said this week. ``A painful adjustment faces the global banking sector over the next few months.''
Bank Writedowns
HBOS Plc, based in Edinburgh and the nation's biggest mortgage lender, said Dec. 13 increased funding costs are offsetting higher rates on mortgage loans, and that writedowns will cut profit by 180 million pounds ($359 million). Banks worldwide have racked up more than $70 billion of losses from the collapse of the U.S. subprime mortgage market.
``We haven't seen a financial crisis like this in about 10 years, and we would be flirting with the risk of recession if they hadn't cut rates in December,'' said Alan Clarke, an economist at BNP Paribas SA in London, who yesterday predicted a rate reduction in January. ``They are really taking this very seriously.''
Services expanded 0.8 percent in the quarter, down from a previous estimate of 0.9 percent the statistics office said. Manufacturing growth stalled, as measured last month.
Housing Market
While a pool of pent-up demand will support property values next year, the credit squeeze will keep prices from rising, the Royal Institution of Chartered Surveyors said in a report today, the latest showing that the decade-long housing boom that supported consumer spending is coming to an end.
Inflation concerns prevented policy makers from cutting the rate by more than a quarter-point this month, minutes of the Dec. 6 meeting published yesterday show. Consumers' price expectations jumped to the highest in at least eight years in November as food and energy prices soared, a central bank survey showed Dec. 13. Crude oil reached a record $99.29 on Nov. 21.
The implied deflator fell to an annual 2.9 percent in the third quarter from 3.9 in the previous three months, the statistics office said today.
The current-account deficit widened to 20 billion pounds in the third quarter, the most since records began in 1948, the statistics office said today in a separate report.

GM Nears Agreement to Sell Truck Unit to Navistar, People Say
GM Nears Agreement to Sell Truck Unit to Navistar, People Say
Dec. 20 (Bloomberg) -- General Motors Corp., the world's largest automaker, may announce an agreement to sell a medium- duty truck unit to Navistar International Corp. as soon as today, people familiar with the deal said.
Navistar, the fourth-biggest truckmaker, said in October that it was negotiating to buy the unit, which Bear Stearns Cos. analysts value at $500 million. GM has said it might sell the Flint, Michigan-based business to focus on making a profit from cars and light trucks.
A sale would add to the $21 billion in assets that GM has sold in the past three years to pay operating costs as it posted net losses of $50 billion, including a $39 billion charge last quarter for tax accounting changes. In August, GM sold Allison Transmission to buyout firms Carlyle Group and Onex Corp. for $5.6 billion.
``They might as well monetize one more non-strategic asset to fund the turnaround,'' said Pete Hastings, a fixed-income analyst at Morgan Keegan & Co. in Memphis, Tennessee. ``GM doesn't have a liquidity problem, but adding more coins to the coffers is never a bad thing.''
GM spokeswoman Melisa Tezanos wouldn't comment, and Navistar spokesman Roy Wiley declined to confirm the timing of any accord.
Navistar said in October that if it reached agreement on the GM unit, Navistar would sell Chevrolet and GMC medium-duty trucks through the automaker's dealer network in the U.S. and Canada.
GM fell 27 cents to $26.66 yesterday in New York Stock Exchange composite trading. Navistar gained $3.75, or 7.5 percent, to $53.80 in over-the-counter trading.
Dump Trucks, Delivery Vehicles
The medium-duty truck unit last year built about 40,800 Chevrolet Kodiak, GMC TopKick and Isuzu T-Series models, for uses such as dump trucks and delivery vehicles.
GM, based in Detroit, doesn't break out the unit's financial results. Bear Stearns analyst Peter Nesvold said in May that the business had annual revenue of about $2 billion and estimated its value at $450 million to $500 million.
The analyst also said then that if Navistar were the buyer, the increased production could add 50 cents to $1 a share to the Warrenville, Illinois-based company's earnings.
GM's asset sales included 51 percent of its finance unit to a group led by Cerberus Capital Management LP, raising $13 billion over three years, and stakes in Suzuki Motor Corp., Isuzu Motors Ltd. and Fuji Heavy Industries Ltd., raising $3 billion.
The automaker's cash, marketable securities and money available from a retiree health-care fund rose to $30 billion as of Sept. 30, from $27.2 billion at the end of June, with the gain from selling the Allison unit.

Fed to lend $20 billion to banks
Fed to lend $20 billion to banks
Central bank, in a bid to ease credit crunch, gets strong demand for short-term funding. Wall Street shrugs.
Fed Chairman Ben Bernanke and fellow central bankers said the Fed was lending $20 billion to banks.
NEW YORK (CNNMoney.com) -- The Federal Reserve announced Wednesday that it was lending $20 billion to banks in the first of four special auctions designed to help alleviate the credit crunch on Wall Street.
The Fed said that it received requests for $61.6 billion in loans from 93 bidders - illustrating strong demand by banks that need short-term funds. The winning bidders will receive their loans, which will mature in 28 days, on Thursday.
Stocks seesawed throughout the day Wednesday and finished mixed. The Dow and S&P 500 fell while the Nasdaq rose slightly.
Bonds rallied, pushing the yield on the benchmark 10-year U.S. Treasury note down to 4.07 percent. Bond yields and prices move in opposite directions.
One market expert said the auctions will do little to ease the pain in the financial markets.
"This is a crisis of confidence, not of liquidity or rates. The problem is that people made bad loans this year. There's nothing the Fed can do to fix this. All they can do is try and reduce anxiety," said Barry Ritholtz, director of equity research for Fusion IQ, an asset management firm based in New York.
The Fed last week announced the auction plan in conjunction with central banks in Canada and Europe. A senior Fed official said at the time that the central bank was hoping banks that needed funding would be less hesitant to ask for money through the new anonymous auction process than they were to borrow directly from the Fed.
Fed looks to end credit crunch
Many banks had been wary of borrowing money at the Fed's so-called discount rate of 4.75 percent because it is higher than the federal funds rate of 4.25 percent. The federal funds rate is what banks charge each other for overnight loans. The Fed lowered both rates last week by a quarter of a percentage point.
In addition, market observers feel that there is a stigma attached with borrowing at the discount rate because it may be a sign that banks are so desperate for short-term cash that they are willing to pay the higher interest rate for the funds.
But the Fed said last week that it expected the loans would be made at a lower rate than the discount rate and this bore out. The Fed said Wednesday that the the lowest rate for the loans was 4.65 percent.
One fund manager said that the auction may help banks somewhat but that the results were not that significant since the rate on the loans is still above the fed funds rate.
"The Fed is trying to do its job. This was a reasonable thing for them to do and it's ultimately good for banks that don't want to go to the discount window. But the rate is at the middle of the road," said Jamie Jackson, a portfolio manager with RiverSource Investments in Minneapolis.
The Fed said last week that the minimum rate offered in the auction would be 4.17 percent and that maximum loan amount to an institution would be $2 billion.
The second of the four auctions will take place on Thursday. The Fed has said it will offer up to $20 billion in this auction. The loans will mature in 35 days and banks will receive the money on Dec. 27.
The Fed's tightrope act
The results of the Fed auction come a day after the European Central Bank announced it would lend an unlimited amount of money to banks bidding at least 4.2 percent for loans.
Federal Reserve Chairman Ben Bernanke and other central bankers across the globe have been attempting to inject more liquidity into the financial system in order to make sure that banks don't run into even more difficulties resulting from the supbrime mortgage meltdown.
Many large banks in the United States and Europe have been forced to write down billions in assets because of bad bets on mortgage loans. And the concern is that without access to more capital, banks may tighten lending standards.
In turn, this could accelerate a slowdown in the economy and possibly even send the U.S. into a recession if banks are no longer interested in loaning as much money at attractive rates to consumers and businesses.
But Fusion IQ's Ritholtz was skeptical that the new loans would cause banks to loosen their credit standards.
"The problem that the Fed is facing is not an issue of rates being too high and an inadequate amount of liquidity. It's that banks have gone from being willing to lend to a corpse to lending to nobody," said Ritholtz.
Still, the Fed is in a tough spot. It is trying to make sure the woes in the financial services industry don't spill over into the broader economy.
The Fed said last week when it lowered interest rates that "economic growth is slowing, reflecting the intensification of the housing correction and some softening in business and consumer spending."
But at the same time, the Fed said it remained concerned about rising inflation pressures. That spooked Wall Street, which interpreted the Fed's inflation worries as a sign that the central bank may not lower interest rates as aggressively in 2008 as many had hoped.
These fears intensified later last week after the government reported that wholesale prices and retail prices both rose more than expected in November. And that has sparked fears on Wall Street of "stagflation," a period of rising inflation and slowing growth.
In a speech Wednesday, Federal Reserve Bank of Richmond President Jeffrey Lacker said he was "uncomfortable with the inflation picture" and that the Fed needed to be concerned not just with so-called "core" inflation - which excludes the effect of oil and food prices - but overall inflation.
"If energy prices fail to decline, monetary policy decisions will be that much more difficult in 2008," said Lacker, an avowed "inflation hawk" who voted for a quarter-point rate hike at the last four Fed meetings of 2006.
Lacker, who is not a voting member this year, was the only one to vote for a hike at those meetings, which all concluded with the Fed keeping rates steady.
But he is not alone in fearing inflation. Former Fed chairman Alan Greenspan used the term "stagflation" on an appearance on ABC's "This Week" on Sunday.
With all this in mind, one fund manager said the Fed should tread cautiously.
"The Fed has to maintain price stability and keep the economy moving forward without jeopardizing growth," said Ted Parrish, co-manager of the Henssler Equity fund, which owns shares of big financial firms Goldman Sachs (GS, Fortune 500), Bank of America (BAC, Fortune 500) and AIG (AIG, Fortune 500).
"Yes, the Fed has to give some help to banks," Parrish said. "But they are not here to just to appease and bail out Wall Street."
