Oracle Profit Rises 35% on Software Demand, Support (Update2)
By Rochelle Garner
Dec. 19 (Bloomberg) -- Oracle Corp., the world's largest maker of database software, reported second-quarter sales and profit that beat analysts' estimates, bolstered by orders for new programs and revenue from customer-support contracts.
Net income rose 35 percent to $1.3 billion, or 25 cents a share, from $967 million, or 18 cents, a year earlier, Redwood City, California-based Oracle said today in a statement. Revenue gained 28 percent to $5.31 billion in the period ended Nov. 30.
Sales advanced more than 20 percent for the seventh straight quarter after Chief Executive Officer Larry Ellison spent $25 billion buying rivals and companies in new markets over three years. Oracle, which competes with SAP AG and International Business Machines Corp., boosted earnings through customer-support sales, its most-profitable business.
``A solid result in a challenging environment has to give investors a reason to cheer,'' Morgan Stanley analyst Peter Kuper said in an interview from Boston. He rates the shares overweight and said he doesn't own them. ``Oracle even beat our expectations for top-line revenue growth.''
Sales that include maintenance fees from acquired companies were $5.36 billion, beating the $5.03 billion average estimate of analysts in a Bloomberg survey. Excluding stock-based compensation costs, profit was 31 cents a share, compared with the 27-cent estimate of analysts.
Oracle gained 85 cents, or 4 percent, to $21.61 in extended trading. The shares fell 49 cents to $20.76 at 4 p.m. New York time in Nasdaq Stock Market trading. The stock has advanced 21 percent this year.
New Licenses
Sales of new licenses, the key indicator of future growth among software companies, gained 38 percent to $1.67 billion. In September, Oracle forecast that sales of new licenses would rise as much as 25 percent, to $1.51 billion.
Oracle sells database products, so-called middleware software that helps different types of programs share information, and business-management applications for handling such tasks as accounting, merchandising and logistics.
The company used its $10.3 billion purchase of PeopleSoft Inc. in January 2005 to become the second-biggest maker of business applications, after SAP in Walldorf, Germany. Since then, Oracle has bought 35 more companies, primarily to add business-management applications.
``This acquisition strategy has not only worked but it's driving more revenue,'' said Brendan Barnicle, a Pacific Crest Securities analyst in Portland, Oregon. ``They are taking some share.''
Database Revenue
Sales of new database licenses, which include databases and middleware-server software, rose 29 percent to $1.12 billion. Application license sales advanced 63 percent to $553 million, Oracle said.
Customers buying new programs must also sign maintenance contracts, the only way they can receive software updates that fix bugs and add features. The agreements increase in price every year, said Sarah Friar, a Goldman, Sachs & Co. analyst in San Francisco.
Revenue from maintenance contracts gained 24 percent to $2.49 billion in the quarter, Oracle said.
Last quarter, the company failed in its $6.7 billion hostile bid for BEA Systems Inc. Buying BEA would help Oracle challenge Armonk, New York-based IBM for the lead in the middleware market.
Companies selling middleware and databases are more profitable than companies that only offer applications, Heather Bellini, an analyst with UBS AG in New York, said in an interview. She advises investors to buy Oracle shares and said she doesn't own them. ``Oracle's acquisitions help them sell more databases and middleware,'' she said.

Morgan Stanley Posts Loss, Sells Stake to China
Morgan Stanley Posts Loss, Sells Stake to China
Dec. 19 (Bloomberg) -- Morgan Stanley reported a steeper- than-forecast loss after $9.4 billion of writedowns on mortgage- related holdings and received a $5 billion cash infusion from state-controlled China Investment Corp.
John Mack, chief executive officer of the second-largest U.S. securities firm, called the $3.56 billion fourth-quarter loss ``deeply disappointing'' and will forgo a bonus for the year, the company said today in a statement. Morgan Stanley rose 1.5 percent to $48.79 at 9:45 a.m. in New York Stock Exchange composite trading.
Mack's strategy of expanding in mortgages and making bigger trading bets backfired as losses from securities linked to home loans more than doubled in November. He ousted Co-President Zoe Cruz, who had overseen the fixed-income unit responsible for the mortgage trades, last month and promoted James Gorman and Walid Chammah, who previously ran wealth management and the New York- based firm's European operations.
``There was a huge risk management failure here,'' said Steve Roukis, who helps oversee $1.8 billion at Matrix Asset Advisors Inc. in New York, including Morgan Stanley shares. ``You're going to see a broad undertaking by the Street to have more diversification and more hedging of all positions.''
The loss of $3.61 a share in the three months ended Nov. 30 compares with net income of $1.98 billion, or $1.87, a year earlier. Analysts were estimating a loss of 39 cents, according to a survey by Bloomberg. The loss was the first since the company went public in 1986.
Cash Infusions
Morgan Stanley joined competitors including Merrill Lynch & Co., Citigroup Inc., Bear Stearns Cos. and Zurich-based UBS AG in booking losses on investments in securities, such as collateralized debt obligations, that contain subprime home loans.
Citigroup and UBS also received cash infusions from outside investors to shore up capital. Bear Stearns sold a six percent stake to China's government-controlled Citic Securities Co. for $1 billion in October. Bear Stearns said it would invest the same amount in Citic.
China Investment, the nation's sovereign wealth fund, will acquire as much as 9.9 percent of Morgan Stanley, making it the company's second-largest shareholder after Boston-based State Street Corp., according to data compiled by Bloomberg. The fund is buying securities that convert into Morgan Stanley shares and pay annual interest of 9 percent. China Investment won't get a seat on the board or play a role in management, Morgan Stanley said in the statement.
`Pay for Performance'
For the full year, Morgan Stanley's revenue fell 6 percent to $28 billion from $29.8 billion and net income decreased 60 percent to $2.56 billion.
Return on equity, a measure of how effectively the firm reinvests earnings, dropped to 7.8 percent from 23.8 percent in 2006. Goldman Sachs Group Inc., which reported a record profit yesterday, said its return on equity was 32.7 percent in 2007.
``Accountability for our results rests with me,'' Mack said in the statement. ``I believe in pay for performance, so I've told our compensation committee that I will not accept a bonus for 2007.''
Mack reaped a $40 million bonus in 2006, the biggest ever paid to a Morgan Stanley CEO.
Morgan Stanley is the third of Wall Street's largest firms to post results for the fiscal quarter that ended Nov. 30. Lehman Brothers Holdings Inc., the fourth-biggest by market value, reported last week that profit dropped 12 percent, the second consecutive decline, and said losses from the collapse of the subprime mortgage market will probably extend into next year.
Subprime Fallout
Goldman, the biggest U.S. securities firm, reported fourth- quarter earnings yesterday of $3.22 billion on higher revenue from investment banking, stock trading and gains from selling power plants.
Morgan Stanley said its fixed income sales and trading group recorded a net loss of $7.9 billion in the fourth quarter, after the writedowns, which included $7.8 billion for subprime- related losses. The remainder stemmed from a decline in the value of loans, commercial mortgage-backed securities, and so- called Alt-A mortgage securities.
``Our assumptions included what at the time was deemed to be a worst-case scenario,'' said Colm Kelleher, the firm's chief financial officer, in a phone interview today. ``History has proven that that worst-case scenario was not the worst case.''
Kelleher said conditions in the credit markets ``clearly got worse'' after September.
Credit Drag
``The credit environment remains challenged, it will take several quarters to return to more normal markets,'' he said. ``Credit is going to be a drag on the fixed-income business going forward for the next few quarters.''
Equity sales and trading revenue climbed 72 percent to $2.5 billion and investment banking revenue rose 4 percent to almost $1.6 billion.
Revenue at the global wealth management unit, still overseen by Gorman, increased 23 percent to $1.8 billion and pretax profit advanced 124 percent to $378 million. Asset management, run by Owen Thomas, reported a 9.7 percent gain in pretax profit, to $294 million.
Morgan Stanley dropped 29 percent this year in New York Stock Exchange composite trading through yesterday, the worst annual decline since 2001.
The company ranks second after Goldman among the world's biggest advisers on mergers and acquisitions announced in 2007, data compiled by Bloomberg show. The firm advised on $42.2 billion of takeovers completed during the fiscal fourth quarter, more than double a year earlier.
`Increasing Caution'
Kelleher said the firm's pipeline of merger assignments was unchanged from the previous two quarters.
``We are seeing increasing caution'' in conversations with the firm's investment-banking clients, he said.
In equity underwriting, Morgan Stanley managed $14.1 billion of offerings during the quarter, up from $13.6 billion a year earlier, Bloomberg data show.
Morgan Stanley said in October that it was eliminating 900 jobs, mostly in the mortgage units. The firm said Nov. 7 that investments in subprime mortgages and related securities lost $3.7 billion of value in September and October.
``Conditions have deteriorated,'' said William Fitzpatrick, who helps oversee $1.7 billion, including Morgan Stanley shares, as a financial-services analyst at Optique Capital Management in Racine, Wisconsin. ``It's going to get worse before it gets better.''

Morgan: New $5.7B writedown
Wall Street firm suffers loss in the quarter, takes another big hit from mortgage problems; CEO John Mack accepts blame.
NEW YORK (CNNMoney.com) -- Morgan Stanley reported a worse-than-expected quarterly loss Wednesday and said it would take an additional $5.7 billion mortgage-related writedown in the fourth quarter.
The Wall Street firm said its net loss was $3.59 billion, or $3.61 a share, for the period ending Nov. 30. A year ago the firm posted a profit of $2.21 billion or $2.08 a share.
Analysts polled by Thomson Financial were anticipating a loss of 39 cents a share.
The company also said it would take an additional $5.7 billion in writedowns during the quarter, on top of $3.7 billion already announced.
John Mack, Morgan's chairman and chief executive, called the quarter "deeply disappointing" and took full responsibility for the results, adding that he would not accept a bonus for 2007.
"The writedown Morgan Stanley took this quarter is deeply disappointing - to me, to our colleagues, to our Board and to our shareholders," said Mack.
"Ultimately, accountability for our results rests with me, and I believe in pay for performance, so I've told our compensation committee that I will not accept a bonus for 2007."

Η Aspis του κ.

`SuperSIV' Fund to Start Buying in Weeks, Banks Say
`SuperSIV' Fund to Start Buying in Weeks, Banks Say
Dec. 18 (Bloomberg) -- The ``SuperSIV'' fund, set up to provide cash to structured investment vehicles hurt by subprime- mortgage holdings, plans to start buying assets ``within weeks,'' its sponsors said today.
The fund's size, originally envisioned at about $80 billion, will be determined by ``SIVs' needs and evolving market circumstances,'' Citigroup Inc., Bank of America Corp. and JPMorgan Chase & Co. said in an e-mailed statement. New York- based BlackRock Inc., the largest publicly traded U.S. asset manager, will oversee the fund.
The urgency that led to the creation of the SuperSIV has eased after separate SIV bailouts by banks including Citigroup, London-based HSBC Holdings Plc and Societe Generale SA of Paris. Citigroup said last week it would take over seven SIVs with $58 billion of debt to avoid forced assets sales that would further push credit-market prices lower.
The fund, also known as the Master Liquidity Enhancement Conduit, or M-LEC, will provide ``an optional source of liquidity for eligible high-quality assets,'' the banks said in the statement.
SIVs, which sell short-term debt and invest the proceeds in, higher-yielding securities, have cut their holdings by more than 25 percent since August to $298 billion, according to Moody's Investors Service. They emerged in August as one of the biggest threats to capital markets that were rocked by record high defaults on subprime mortgages. Financial institutions have since reported more than $70 billion of losses and writedowns.
Bank of America, based in Charlotte, North Carolina, and New York-based JPMorgan both run money-market funds that own short- term debt issued by SIVs.
Bank of America shares fell 8 cents to $41.62 at 2:51 p.m. in New York Stock Exchange composite trading, while those of Citigroup fell 17 cents to $30.60. JPMorgan's shares fell 45 cents to $44.08 and BlackRock shares rose $3.79 to $207.03

Fed Endorses Home Mortgage Plan
Fed Endorses Home Mortgage Plan
Fed Endorses Plan to Curb Shady Home Lending Practices
WASHINGTON (AP) -- The Federal Reserve moved Tuesday to protect home buyers from dubious lending practices, its most sweeping response to a mortgage meltdown that has forced record numbers of people from their homes.
The Fed has been under attack for not doing more to stem the crisis as hundreds of thousands of people lost the roof over their head. The situation raised the odds the country will fall into recession, unhinged Wall Street, racked up multibillion losses for financial companies and resulted in political finger-pointing over who was to blame.
The proposed rules, endorsed by the Federal Reserve Board in a 5-0 vote, would crack down on a range of shady lending practices that has burned many of the nation's riskiest "subprime" borrowers -- those with spotty credit or low incomes -- who have been hardest hit by the housing and credit debacles. The rules also would curtail misleading ads for many types of mortgages and bolster financial disclosures to borrowers.
"Unfair and deceptive acts and practices hurt not just borrowers and their families, but entire communities, and indeed, the economy as a whole. They have no place in our mortgage system," Fed Chairman Ben Bernanke said. "We want consumers to make decisions about home mortgage options confidently, with assurance that unscrupulous home mortgage practices will not be tolerated," he said.
If ultimately adopted, the plan would apply to new loans made by thousands of lenders of all types, including banks and brokers. It would not cover loans already made.
The proposal would restrict lenders from penalizing risky borrowers who pay loans off early, require lenders to make sure these borrowers set aside money to pay for taxes and insurance and bar lenders from making loans without proof of a borrower's income. It also would prohibit lenders from engaging in a pattern or practice of lending without considering a borrower's ability to repay a home loan from sources other than the home's value.
The plan disappointed both supporters and opponents of tougher home-lending regulations.
Mortgage lenders worried that the Fed plan was too tough and could crimp customers' choices. "We worry that some of the product restrictions could make it harder for bankers to tailor products for their customers and communities and result in some creditworthy customers not being able to obtain a loan," said Edward Yingling, president of the American Bankers Association.
Consumer groups and Democrats in Congress complained that the proposal doesn't provide sufficiently strong safeguards for borrowers.
"The Fed has done too little, too late," said Kathleen Day, spokeswoman for the Center for Responsible Lending, a group that promotes homeownership and works to curb predatory lending. "We don't think it is strong enough to protect people in the future and does nothing to help people left holding the bag now," she said.
Consumer advocates wanted an outright ban on prepayment penalties. These penalties, they say, deter homeowners from refinancing on more favorable terms. The penalties can be hard on borrowers who want to get out of adjustable-rate mortgages that reset from a low introductory rate to a much higher one they have trouble paying off. However, mortgage industry representatives argued that prepayment penalties ensure that lenders receive a minimum return if loans are paid off early, and can provide borrowers with a benefit of lower upfront costs or lower interest rates.
Another disappointment to consumer groups: to make a case for a possible violation, the lender has to have engaged in a pattern of making loans without considering the borrowers' ability to repay. An individual incident would not be sufficient by itself.
"We are pleased the Fed recognized the critical issues that have caused the foreclosure crisis. Unfortunately, the proposal fell short of the mark," said Allen Fishbein, the Consumer Federation of America's point person on housing and credit policies.
Before taking effect, the public, industry and others can weigh in. The Fed will then vote again, and the rules could be revised.
The proposal offers Bernanke, who took over the helm in February 2006, an important opportunity to put his imprint on the Fed's regulatory powers. Some critics have complained that Bernanke's predecessor -- Alan Greenspan, who ran the Fed for 18 1/2 years -- failed to act as a forceful regulator especially during the 2001-2005 housing boom, when easy credit spurred lots of subprime home loans and many exotic types of mortgages.
When the housing market went bust, subprime loans were most heavily affected.
Of the nearly 3 million subprime adjustable-rate loans surveyed by the Mortgage Bankers Association from July through September, a record 4.72 percent entered the foreclosure process during those months. At the same time, a record 18.81 percent of the subprime adjustable-rate loans were past due.
When home values weakened, borrowers were left with loan balances that eclipsed the value of their homes. They also were clobbered when their loans reset with much higher interest rates.
The House has passed legislation that would put into law some tougher provisions than contemplated by the Fed. A similar bill is pending in the Senate.
Sen. Chris Dodd, D-Conn., chairman of the Senate Banking Committee and contender for his party's presidential nomination, called the Fed proposal a "significant step backwards." Rep. Barney Frank, D-Mass., said it shows that the Fed is "not a strong advocate for consumers, and two, there is no Santa Claus. People who are surprised by the one are presumably surprised by the other."
For both risky and not-so-risky borrowers, the Fed also proposed:
-- Prohibiting certain types of misleading or deceptive advertising for home mortgages. For instance, it would bar using the term "fixed" to describe a rate that is not truly fixed over the life of the entire loan. It also would require that all applicable rates or payments be disclosed in ads with equal prominence as advertised introductory "teaser" rates.
-- Require lenders to provide financial disclosures to borrowers early enough for them to use while shopping for a mortgage. Lenders could not charge fees -- except for a fee to obtain a credit report -- until after the consumer receives the disclosures.
In addition, the Fed proposed barring lenders from paying mortgage brokers a fee that exceeds the amount the would-be borrower had agreed to in advance that the broker would receive.
The Fed also proposed banning certain practices, such as failing to credit a mortgage payment to a borrower's account when the company servicing the mortgage receives it. And it would prohibit a broker or other company from coercing or encouraging an appraiser to misrepresent the value of a home.

Rebound στο ΧΑΚ

U.S. Housing Starts Drop, Permits Reach 14-Year Low
U.S. Housing Starts Drop, Permits Reach 14-Year Low (Update2)
Dec. 18 (Bloomberg) -- Housing starts in the U.S. dropped in November and permits for future construction slid to a 14- year low as home sales fell and lenders made it tougher to get loans.
Work began on 1.187 million homes at an annual rate, down a less-than-forecast 3.7 percent from October, the Commerce Department said in Washington. Permits fell 1.5 percent to a 1.152 million pace.
The decline indicates housing continued to depress growth this quarter, extending the deepest housing slump since 1991. A near-record number of properties on the market and the prospect that prices will keep falling have set the stage for further weakening in demand and construction, economists said.
Housing ``is in for a fairly long correction,'' said David Resler, chief economist at Nomura Securities International Inc. in New York. ``Builders need to build fewer homes if we're ever going to have a chance of getting rid of this inventory.''
Treasury securities pared earlier losses after the report. The yield on the benchmark 10-year note was 4.16 percent at 8:53 a.m. in New York, from as low as 4.12 percent earlier today and 4.15 percent late yesterday.
Loans Harder to Get
Some buyers are having trouble finding financing after a surge in delinquencies and foreclosures reduced access to subprime mortgages.
The drop in starts was led by a 5.4 percent decline in construction of single-family homes to a 829,000 annual pace that was the lowest since 1991. Building of townhouses, apartments and condominiums rose 0.6 percent, the second consecutive increase.
Starts were projected to fall to a 1.176 million unit pace, from an originally reported 1.229 million in October, according to the median forecast of 70 economists polled by Bloomberg News. Estimates ranged from 1.09 million to 1.25 million.
Permits, a sign of future construction, were forecast to drop to 1.15 million, according to the survey median, with projections ranging from 1.1 million to 1.22 million.
Three of four regions showed a drop in construction, led by a 16 percent slump in the Northeast. Starts fell 6.9 percent in the West and 1.5 percent in the Midwest. Building rose 0.3 percent in the South.
Builder Confidence
A report yesterday added to evidence that housing is far from recovering as 2007 comes to a close. The National Association of Home Builders/Wells Fargo confidence index held at a record low of 19 for a third month in December.
Housing starts in November were 48 percent below their Jan. 2006 peak, matching the drop in sales of new homes from the record reached in July 2005. Sales and construction are likely to continue falling as long as inventories hold near record levels and prices tumble, economists said.
Toll Brothers Inc., the largest U.S. luxury-home builder, Dec. 6 reported its first quarterly loss in 21 years and said the housing slump is the worst the company has seen in decades.
``Broader concerns about the nation's economy have magnified worries about potential price declines in the housing market,'' Chairman and Chief Executive Officer Robert Toll said on a conference call.
Influence of Growth
Declines in home construction have reduced growth since the start of 2006 and detracted 1.1 percentage points in the third quarter. Homebuilding will drop another 25 percent to a trough of fewer than 1 million by the third quarter of 2008, according to a forecast by economists at Lehman Brothers Holdings Inc.
``The momentum in the housing market still is downward,'' said David Seiders, chief economist at the National Association of Home Builders, at a housing conference in Washington Dec. 3. ``Housing starts, given the inventory overhang, probably won't turn up until maybe the third quarter of next year.''
The housing recession has taken a second leg down since subprime mortgage turmoil in August led to a worldwide credit shortage. In the third quarter, new foreclosures hit an all-time high, the Mortgage Bankers Association said in a report Dec. 6, meaning more homes will be piling up on the market.
Moving to contain the damage, President George W. Bush announced a plan this month to freeze rates for five years on some variable rate mortgages and provide assistance to as many as 1.2 million homeowners. The proposal wasn't universally embraced.
Oversupply
``At best, it may stop some of the hemorrhaging of the housing market, but it doesn't necessarily turn things around,' said Nicolas Retsinas, director of Harvard University's Joint Center for Housing Studies in Cambridge, Massachusetts. ``The fundamental problem with housing is oversupply.''
Home prices in the U.S. fell 4.5 percent in the third quarter from a year earlier, the most in at least two decades, according to the S&P/Case-Shiller home price index released Nov. 27. Lehman Brothers is forecasting prices to fall at least 15 percent from peak to trough.
Falling home prices leave Americans feeling less wealthy and less likely to spend or borrow against the equity in their homes. That is prompting more economists, including Richard Berner at Morgan Stanley, to call for a recession next year.

U.K. Inflation Rate in November Lower Than Forecast
U.K. Inflation Rate in November Lower Than Forecast (Update2)
By Craig Stirling and Svenja O'Donnell
Dec. 18 (Bloomberg) -- The U.K.'s inflation rate was lower than economists forecast in November, suggesting the Bank of England has room to make further interest rate cuts to spur economic growth.
Consumer prices rose 2.1 percent from a year earlier, the same as in October, the Office for National Statistics said today in London. Economists predicted 2.2 percent, according to the median of 27 forecasts in a Bloomberg News survey. In the month, prices advanced 0.3 percent.
The pound fell as some investors bet policy makers will lower the Bank of England's benchmark rate more quickly than previously forecast and shelve concerns higher wage demands will fuel inflation. The central bank this month cut borrowing costs for the first time in two years as contagion from the U.S. subprime market collapse threatens the economy.
``This has increased the chances of a rate cut,'' said Steven Bell, chief economist at hedge fund GLC Ltd. in London. ``I think they'll cut in January and in February.''
The pound declined as much as 0.4 percent to $2.0116 after the inflation figures.
Policy makers including Deputy Governor Rachel Lomax said before this month's decision they faced a dilemma as they weighed the threat of inflation against the risk that higher credit costs will drag down economic growth.
Governor Mervyn King said record oil prices were ``complicating life'' and Citigroup Inc. analysts said Dec. 14 that Centrica Plc will lead a push by U.K. utilities to raise electricity and natural-gas rates for retail customers next year.
Wage Pressures
While wage pressures have shown little sign of picking up, labor unions may increase pay demands next year. Average earnings including bonuses rose an annual 4 percent in the three months through October, down from 4.1 percent in the period through September.
The retail price index, used by workers in pay negotiations, rose an annual 4.3 percent last month, up from 4.2 percent in October. The 23 economists surveyed by Bloomberg had forecast a reading of 4.2 percent.
``Significant price risks persist and inflation still seems set to rise further over the coming months,'' said Howard Archer, chief European economist at Global Insight Inc. in London. ``Much will depend on to what extent economic activity appears to be slowing, whether or not pay moderation continues in the early 2008 wage rounds, and whether companies' pricing power appears to be waning.''
Global Effort
Consumers' price expectations jumped to the highest in at least eight years in November, a central bank survey showed Dec. 13. Bank of England policy maker Paul Tucker said the same day that the bank is ``focused on anchoring inflation expectations.'
The U.K. central bank joined a coordinated global effort to ease money-market rates on Dec. 12 amid signs that commercial banks were reluctant to lend to each other, posing a risk to the economy. The bank is auctioning 10 billion pounds ($20.2 billion) in three-month loans today as part of that action.
A week before, the Bank of England reduced its benchmark rate by a quarter-point to 5.5 percent, citing signs that economic growth is starting to weaken. It said that ``upside risks to inflation remain.''

ECB Lends 348.6 Billion Euros, Easing Year-End Cash Drought
By Gabi Thesing
Dec. 18 (Bloomberg) -- The European Central Bank loaned 348.6 billion euros ($501.5 billion) for two weeks to banks to bring down the cost of money at year-end.
The reluctance to lend money after the collapse of the U.S. subprime market pushed interbank euro rates for two weeks to the highest level at least six years earlier this week. The rate banks charge each other for two-week euros fell to 4.45 percent from 4.94 percent, the European Banking Federation said today.
``It won't fix the actual problem of banks not lending,'' said Michael Schubert, an economist at Commerzbank AG in Frankfurt. ``It also raises the moral hazard question for the ECB, whereby banks could start relying on getting cheap cash.''
Borrowing costs jumped in August as banks, including Bear Stearns Cos. and Merrill Lynch & Co., began to reveal losses on securities linked to U.S. mortgages aimed at people with poor credit histories. Losses from U.S. subprime mortgage foreclosures will probably reach $300 billion, the Organization for Economic Cooperation and Development predicted on Nov. 22.
The slump in global credit markets may force banks, brokerages and hedge funds to cut lending by $2 trillion and trigger a ``substantial recession'' in the U.S., Goldman Sachs Group Inc. forecast on Nov. 16. The ECB first offered extra cash on Aug. 9, when it lent an unprecedented 95 billion euros in emergency funding to banks.
The ECB said 390 banks bid for the two-week loans at a marginal rate of 4.21 percent. Bids ranged from 4 percent to 4.45 percent.

Dubai

Goldman May Break Record for a New Hedge Fund With $10 Billion
Goldman May Break Record for a New Hedge Fund With $10 Billion
Dec. 17 (Bloomberg) -- Goldman Sachs Group Inc. may start its newest stock hedge fund with as much as $10 billion in what would be the biggest debut in the industry's history, two people with knowledge of the fund said.
Goldman Sachs Investment Partners, set to open Jan. 1, is being run by traders who previously worked on the New York-based company's proprietary equity desk. They are led by Raanan Agus, 40, who had been head of the bank's principal strategies group since 2003, and Kenneth Eberts, 41, who had been in charge of U.S. investments since 2003.
The equity trading group, once overseen by former U.S. Treasury Secretary Robert Rubin, has spawned at least six multibillion-dollar hedge funds, including those managed by Richard Perry, Daniel Och and Eric Mindich. They all left Goldman to start their own firms.
``It's a first for Goldman to offer an in-house fund as a way to capture its investment talent,'' said Jeff Tarrant, chief investment officer of New York-based Protege Partners LLC, which farms out money to hedge funds.
If Goldman attracts $10 billion, it would surpass the record set last year by Michael McCaffery, former head of Stanford University's endowment, who started his Menlo Park, California-based Makena Capital Management LLC with $7 billion.
Andrea Raphael, a Goldman spokeswoman, declined to comment. The people familiar with the fund asked not to be named because it's private.
Goldman's Global Alpha fund, which started 2007 with more than $10 billion in assets, lost 37 percent through Nov. 30. Its Global Equity Opportunities fund dropped 23 percent in August, and the company and a group of outside investors shored up the fund with $3 billion in new cash.
Exploiting Goldman Brand
Losses in the two quantitative funds, which use computer models to make investment decisions, contributed to an 83 percent drop in performance-related fees at the bank.
Goldman is selling the new fund on a proven track record and the team's ability to ``leverage the Goldman Sachs brand to source and access investments,'' according to a marketing document obtained by Bloomberg.
The company calculates that if the current fund, which will use borrowed money to double the assets under management, had operated since the beginning of 2004, it would have returned 18 percent a year on average through August 2007. That compares with the gain of about 10 percent for the Standard & Poor's 500 Index and about 12 percent for the CSFB/Tremont index of long- short equity funds.
The fund will start with more than 40 investment professionals from Goldman's proprietary trading group. About 75 percent of the fund will concentrate on shares they expect to rise and those they expect to fall, with another 5 percent dedicated to companies going through mergers or other corporate events, the marketing documents said.
Side-Pocket Planned
An additional 10 percent will be slated for investment in corporate credit and 10 percent in private equity or other assets that aren't easily traded.
Between a half and three-quarters of the assets will be in the U.S. Another 10 percent to 30 percent will be focused on Asia. Illiquid investments will be placed in a side-pocket, meaning investors won't be able to get their money out until the positions are sold.
Goldman, which will invest an undisclosed amount of money in the fund, will pay the same fees as other investors, which are 2 percent of assets under management and 20 percent of returns. Hedge funds are private, largely unregulated pools of capital whose managers can buy or sell any assets and participate substantially in profits from money invested.
The new fund is part of Goldman Chief Executive Officer Lloyd Blankfein's plan to expand the firm's wealth-management business in order to win more customers.
More Assets Wanted
``Given our brand, our footprint, our reputation for success in investing overall, I think our private wealth- management footprint is smaller than it should be,'' he told investors at a Merrill Lynch & Co. investor conference in November.
Goldman opened Liberty Harbor, a $2.7 billion credit hedge fund, and GS Liquidity Partners, a $1.8 billion distressed fund, earlier this year.
Goldman Sachs Asset Management now has $800 billion in client assets, up from $50 billion 12 years ago. It had about $33 billion in hedge funds as of Sept. 30, according to data compiled by Bloomberg News.

Personal Spending Probably Rose
Personal Spending Probably Rose
Dec. 16 (Bloomberg) -- Personal spending in the U.S. probably rose in November by the most in 10 months, fueled by income gains that will help the economy weather a deepening slump in homebuilding, economists said reports this week may show.
A 0.7 percent rise in purchases would follow a 0.2 percent October increase, according to the median estimate of economists surveyed by Bloomberg News ahead of the Commerce Department's Dec. 21 report. A separate Commerce report may show builders broke ground last month on the fewest houses in 14 years.
More jobs and growing wages will support consumer spending, which accounts for more than two-thirds of the economy, even as lower home values and credit restrictions push the housing recession into its third year. The figures bear out the Federal Reserve's forecast of ``moderate'' growth in coming months.
``The consumer is holding in there,'' said Conrad DeQuadros, a senior economist at Bear Stearns & Co. in New York. ``It looks like we are still seeing moderate growth despite the drag from the recession in housing.''
Incomes rose 0.5 percent in November, the most in four months, after a 0.2 percent gain, according to the median estimate in the Bloomberg survey.
The increase in wages reflects a job market that remains one of the few bright spots in the economy, economists said. Payrolls rose by 94,000 in November after increasing 170,000 in October, the Labor Department said Dec. 7. The jobless rate held at 4.7 percent for the third month.
Prices Increase
The income report may also show a price gauge tied to spending patterns and excluding food and energy costs, the Fed's preferred measure, rose 0.2 percent for a third month, economists forecast. The index probably gained 2 percent from November 2006, after a 1.9 percent year-over-year increase the prior month.
The figures would follow a report last week of a bigger- than-forecast increase in consumer prices, which reinforced concern that inflation remains a risk. That gives the Fed less leeway to keep trimming interest rates as the housing and credit markets deteriorate, economists said.
Housing starts, due from the Commerce Department on Dec. 18 dropped 4.3 percent to an annual rate of 1.176 million, according to the Bloomberg survey median. The pace was 1.229 million in October. Permits, a gauge of future construction, probably fell to a 1.15 million rate, the lowest since June 1993.
Builders Pessimistic
Declines in residential construction, which have subtracted from economic growth since the first quarter of 2006, will extend well into 2008, economists said. Homebuilder confidence in December held at a record low for a third month, a report tomorrow from the National Association of Home Builders/Wells Fargo is projected to show.
It's ``hard to tell'' if the worst is over, Ara Hovnanian, chief executive officer of Hovnanian Enterprises Inc., the largest homebuilder in New Jersey, said in an interview Dec. 12. He said he was disappointed the Fed cut the benchmark target rate by only a quarter point to 4.25 percent a day earlier. ``I would have hoped for a little bolder move.''
Former Federal Reserve Chairman Alan Greenspan said on ABC's ``This Week'' program aired today that while the chance of a recession is about 50 percent, ``the real story is, with the extraordinary credit problems we're confronting, why the probabilities are not 60 percent or 70 percent.'' The reason, he said, is that low interest rates on long-term debt are helping business fund a ``significant part of its short-term liabilities.''
Exports and Inventories
Gains in exports and inventories propelled third-quarter growth to an annual rate of 4.9 percent, the strongest in four years, revised figures from the Commerce Department on Dec. 20 may show. The final estimate would be little changed from last month's preliminary data.
Growth will cool this quarter and early next year, economists said. A closely watched gauge of the economy's future dropped in November for a third time in four months, the Conference Board may report on Dec. 20. The index of leading economic indicators fell 0.3 percent, according to the Bloomberg survey median, as stocks decreased, building permits slumped, firings rose and consumers turned more pessimistic.
Moods didn't improve this month, a private report may show on Dec. 21. The Reuters/University of Michigan final index of consumer sentiment dropped at a two-year low in December, economists forecast.

U.S. Economy: Consumer Prices Rise More Than Forecast
U.S. Economy: Consumer Prices Rise More Than Forecast (Update1)
By Shobhana Chandra
Dec. 14 (Bloomberg) -- U.S. consumer prices rose the most in more than two years last month on record energy costs, reinforcing the Federal Reserve's concern that inflation will erode confidence in the economy.
The consumer price index increased 0.8 percent in November, up from 0.3 percent the previous month, the Labor Department said today in Washington. Prices excluding food and energy climbed 0.3 percent, also more than economists anticipated. Another report from the Fed showed industrial production expanded, after declining in October.
The inflation figures may explain the Fed's decision to lower its benchmark interest rate by a quarter point this week, disappointing some investors who said the cut wasn't deep enough to combat the economic slowdown. Some traders trimmed bets on a reduction in January, though most still see another cut in borrowing costs.
``There is no question inflation is going to remain a concern for policy makers,'' said David Resler, chief economist at Nomura Securities International Inc. in New York, who correctly forecast the increase in so-called core prices. ``This certainly will give some policy makers pause about the advisability and desirability of further rate cuts.''
Economists surveyed by Bloomberg News forecast consumer prices would rise 0.6 percent, according to the median of 80 estimates. Predictions ranged from gains of 0.4 percent to 1 percent. Prices excluding food and energy were forecast to rise 0.2 percent.
Market Reaction
Treasuries initially dropped after the report, sending 10- year note yields to the highest in a month, then recouped some of the losses. Ten-year yields rose to 4.24 percent at 11:46 a.m. in New York, from 4.20 percent late yesterday. The dollar extended its rally, while stocks fell.
Consumer prices increased 4.3 percent in the 12 months to November, the most since June 2006. The monthly gain, which reflected a surge in gasoline prices, was the biggest since September 2005.
The core rate increased 2.3 percent in the 12 months to November, up from a 2.2 percent October year-over-year gain.
As inflation has picked up in the last year, gold and crude oil have rallied. The dollar is down 19 percent since 2001 against a trade-weighted basket of the U.S.'s biggest trading partners.
`Reluctant' to Cut
``It puts the Fed between a rock and a hard place,'' Ethan Harris, chief U.S. economist at Lehman Brothers Holdings Inc. in New York. ``They say they are worried about inflation, but that doesn't stop them from cutting rates. They are reacting to stress in capital markets and any weakening in the economy, but only in a reluctant fashion.''
Traders pared their expectations of a quarter-point Fed rate cut at the next meeting, on Jan. 29-30, according to futures prices on the Chicago Board of Trade. Odds of a reduction to 4 percent slipped to 84 percent, from 96 percent yesterday.
Prices are rising even as economic growth is slowing after a third-quarter spurt. Gross domestic product will expand at an annual rate of 1 percent this quarter, according to the median estimate in a Bloomberg survey of economists this month.
Black & Decker Corp., the largest U.S. power-tool maker, today lowered its quarterly and annual profit forecasts because of costs tied to a recall and a slowdown in U.S. consumer spending.
More Production
U.S. industrial production increased 0.3 percent in November, exceeding the median forecast of 0.2 percent, after a 0.7 percent drop that was bigger than previously estimated, Fed figures showed today.
Inflation also accelerated in Europe. Prices in the 13- nation area rose 3.1 percent in November from the same month last year, the most since May 2001 as food prices soared.
The U.S. consumer-price report showed energy prices jumped 5.7 percent, after a 1.4 percent increase in the prior month. Gasoline prices climbed 9.3 percent and fuel oil costs jumped 14.2 percent, the most since February 2003.
Crude oil prices on the New York Mercantile Exchange averaged $94.63 a barrel last month compared with $85.66 in October. The cost reached a record $99.29 a barrel on Nov. 21. Regular gasoline at the pump exceeded $3 a gallon for most of November, according to the American Automobile Association.
Higher Airfares
U.S. carriers boosted ticket prices seven times since Sept. 1 to combat rising jet-fuel prices. The latest attempt was rolled back Dec. 3 after Continental Airlines Inc. decided against an increase, suggesting a slowing economy may rein in prices in coming months.
High oil prices are ``one of the top challenges facing the industry today,'' Tom Horton, chief financial officer of AMR Corp., parent of American Airlines, said last week at a conference.
Others are making increases stick. Kroger Co., the biggest U.S. grocery chain, this week said it charged shoppers more to recoup higher costs for cereal and cheese, helping boost third- quarter profit by 18 percent.
The consumer price index is the government's broadest gauge of costs for goods and services. Almost 60 percent of the CPI covers prices that consumers pay for services ranging from medical visits to airline fares and movie tickets.
Clothing Prices
Apparel, prescription drugs, hospital services and airfares led the increase in the cost of living last month.
The 0.8 increase in clothing prices was the biggest since 1999 and may reflect the inflationary impact of a weaker dollar on imported goods, economists said. Most apparel sold in the U.S. is now made overseas.
Food prices, which account for about a fifth of the CPI, increased 0.3 percent for a second month.
Rents, which make up almost 40 percent of the core CPI, also rose. A category designed to track rental prices for owner- occupied homes rose 0.3 percent, compared with a 0.2 percent increase the month before.
Slowing growth will help damp price pressures, economists said. The Fed's preferred gauge of inflation, which is tied to consumer spending and excludes food and energy costs, will rise 1.8 percent in 2008 after a 1.9 percent gain this year, according to the median estimate of economists surveyed by Bloomberg this month. The measure would be within the range forecast by policy makers.
Growth Forecasts
Economic growth will slow to a 1 percent pace this quarter, a fifth the rate of the previous three months, the Bloomberg monthly survey said. Economists also trimmed estimates for the first quarter of 2008 to 1.5 percent.
Other price reports also reflected surging fuel bills. Wholesale prices rose 3.2 percent in November, the biggest jump in 34 years, the Labor Department reported yesterday. The increase was driven by a record one-month gain in energy costs. Excluding food and fuel, producer prices rose 0.4 percent.
The two reports reflect differences in timing. In calculating wholesale prices, the government asks survey participants to report costs as of the Tuesday of the week that includes the 13th. Consumer prices are based on average costs over the entire month.

HSBC to Take Over Chinese Bank, Failed Taiwan Lender
HSBC to Take Over Chinese Bank, Failed Taiwan Lender (Update1)
By James Peng
Dec. 14 (Bloomberg) -- HSBC Holdings Plc, Europe's biggest bank by market value, agreed to take over Chinese Bank, a unit of the bankrupt Rebar Group, after the Taiwanese lender was put under government oversight in January following a run on its deposits.
Central Deposit Insurance Corp., the government's bad-debt agency, agreed to pay HSBC NT$47.49 billion ($1.5 billion) to take control of Chinese Bank, it said in a statement today. HSBC will provide between $300 million and $400 million of capital to shore up the lender's finances, the bank said in a separate release.
``Taiwan is a key component of HSBC's Greater China positioning,'' said Vincent Cheng, HSBC's Asia-Pacific chairman, in the statement. ``HSBC is strongly positioned to benefit from the growing level of trade and investment in Greater China and across the region.''
Taiwan is trying to clean up its financial industry by weeding out its weakest banks, including China United Trust & Investment Corp., which the government auctioned in October. The island's consumer banks suffered losses in 2005 and 2006 from surging defaults on credit-card loans.
HSBC negotiated the deal directly with Central Deposit Insurance after three rounds of auctions for Chinese Bank failed yesterday. In Taiwan's bank auctions, the winning bidder receives money from the government to take over sound assets, including branches, and at least half of the employees.
Industry Turmoil
Central Deposit Insurance said in July an auction of Chinese Bank failed to attract any investors amid concerns about the ``professionalism'' of the bank's 2,400 workers, at least half of whom they would be required to employ. The government assumed control of Taipei-based Chinese Bank in January after a run on its deposits.
Chinese Bank's customers withdrew NT$30 billion in five days after two other units of the Rebar Group that the company made loans to declared insolvency on Jan. 4. Chinese Bank had NT$22.9 billion more debt than assets on May 31 and a bad-loan ratio of 18.3 percent, according to Financial Supervisory Commission data.
Taiwan on Oct. 2 agreed to pay Cathay United Bank, the banking unit of Cathay Financial Holding Co., NT$12.9 billion to take control of China United Trust, after the company was put under government oversight in March because its liabilities exceeded assets.
On June 8, Central Deposit Insurance agreed to pay NT$6.9 billion to ABN Amro Holding NV for assuming control of Taitung Business Bank. Chinatrust Financial Holding Co. on May 31 accepted NT$4.49 billion for taking over the Enterprise Bank of Hualien.
The turmoil in the island's banking industry has given foreign companies an opportunity to widen their Taiwan networks through acquisitions. Taitung, a regional bank on the east coast of Taiwan, has 31 outlets on the island.
New York-based Citigroup Inc., the most profitable overseas bank in Taiwan, agreed in April to buy the Bank of Overseas Chinese for NT$14.1 billion. London-based Standard Chartered Plc September 2006 announced a NT$40.5 billion acquisition of Hsinchu International Bank, the industry's first overseas takeover.

Citigroup Rescues SIVs With $58 Billion Debt; Ratings Get Cut
Citigroup Rescues SIVs With $58 Billion Debt; Ratings Get Cut
By Shannon D. Harrington and Elizabeth Hester
Dec. 14 (Bloomberg) -- Citigroup Inc. will take over seven troubled investment funds and assume $58 billion of debt to avoid forced asset sales that would further erode confidence in capital markets. Moody's Investors Service lowered the bank's credit ratings.
The biggest U.S. bank by assets will rescue the so-called structured investment vehicles, or SIVs, taking responsibility for their $49 billion of assets, the New York-based company said in a statement late yesterday.
Citigroup follows HSBC Holdings Plc, Societe Generale SA and WestLB AG in bailing out SIVs to avert fire sales of assets. The funds, which sell short-term debt and invest the proceeds in higher-yielding securities, cut their holdings by more than 25 percent since August to $298 billion, according to Moody's. The decline may reduce the urgency for a bailout sponsored by the U.S. Treasury, Citigroup, Bank of America Corp. and JPMorgan Chase & Co.
``That was really the last major outstanding piece of the SIV problem,'' said Peter Crane, founder of Crane Data LLC, the Westborough, Massachusetts-based publisher of Money Fund Intelligence. ``The SIV problem is very close to resolution.''
Standard & Poor's 500 Index futures rose 4.5 to 1503 after Citigroup's announcement.
Moody's lowered Citigroup's credit rating to Aa3, the fourth-highest level, from Aa2 late yesterday. The bank will probably ``take sizable writedowns'' for securities backed by home mortgages and collateralized debt obligations, Moody's Senior Vice President Sean Jones said in a statement.
``Citigroup's weak earnings should prohibit the bank from rapidly restoring weak capital ratios,'' which may lead to further downgrades, Jones said.
Biggest Threats
SIVs emerged in August as one of the biggest threats to capital markets that were rocked by record high defaults on subprime mortgages. Financial institutions have since reported more than $70 billion of losses and writedowns. Citigroup invented SIVs in 1998 and was the biggest manager of the funds.
The average net asset values of SIVs tumbled to 55 percent from 71 percent a month ago and 102 percent in June, according to Moody's. The net asset value is the amount that would be left for investors if a fund had to sell holdings and repay debt. Moody's said Nov. 30 that it may cut the credit ratings on $105 billion of SIV debt.
Concerns about asset values contributed to the sudden increase in corporate borrowing costs by driving investors away from all but the safest government bonds. The amount of U.S. asset-backed commercial paper that SIVs rely on to finance investments fell about 34 percent since August, to $791 billion this week, the lowest since October 2005, the Federal Reserve in Washington said yesterday.
`Best Outcome'
Florida schools and towns pulled almost half their money last month from a $27 billion state-run fund used to pay teachers and other day-to-day expenses after discovering it invested in defaulted and downgraded SIVs. Charlotte, North Carolina-based Bank of America, the second-largest U.S. bank, said last week that it will liquidate a $12 billion enhanced cash fund after losses on holdings that included debt sold by SIVs.
Central banks in the U.S., U.K., Canada, Switzerland and the euro region agreed Dec. 12 to coordinate efforts to restore confidence in the financial system, promote lending between banks and help keep the economy out of recession.
The decision to bring the SIVs onto the balance sheet marks a turnaround for Citigroup. In a Nov. 5 regulatory filing, the company said it ``will not take actions that will require the company to consolidate the SIVs.''
Wiping Away Sins
``After considering a full range of funding options, this commitment is the best outcome for Citi and the SIVs,'' Vikram Pandit, who was named chief executive officer on Dec. 11, said in the statement.
Citigroup has reduced the assets of the SIVs from $87 billion in August. Last month, the company provided $7.6 billion of financing after the SIVs were unable to repay maturing debt. The disclosure in a filing with the U.S. Securities and Exchange Commission came a day after the company announced as much as $11 billion of writedowns on debt linked to subprime mortgages and the resignation of Chief Executive Officer Charles O. ``Chuck'' Prince III.
``It speaks to a change in leadership,'' Joshua Rosner, managing director at Graham Fisher & Co., whose New York-based firm analyzes structured finance and real estate investments. ``It speaks to a new management who can wipe away the sins, call them someone else's and start to heal.''
Citigroup said the decision was independent of the Treasury plan to create the $80 billion so-called SuperSIV that would buy assets from other funds that couldn't finance their investments.
No Need
``The need now has completely gone away,'' said Joseph Mason, associate professor of business at Drexel University in Philadelphia and a former financial economist at the Office of the Comptroller of the Currency. ``They were the only ones keeping it alive.''
Treasury spokeswoman Brookly McLaughlin declined to comment other than to point to Citigroup's statement on the SuperSIV. The company said it ``continues to support'' forming the fund.
Sixty percent of the assets in Citigroup's SIVs are debt owed by financial institutions. Another 13 percent is in mortgage-backed bonds and collateralized debt obligations, which are securities created by packaging bonds and loans. The company said 54 percent have Aaa ratings by Moody's and 43 percent are ranked Aa. The rest is rated A.
The debt Citigroup is assuming consists of $10 billion in commercial paper that matures in an average of 2.4 months. The other $48 billion is in medium-term notes that come due in 10.1 months on average.
Tier 1 Capital
Citigroup didn't give details of how it will finance the assets other than to say it will provide a ``support facility'' that will be in place early next year.
Taking on the SIV assets will reduce the capital ratio that regulators monitor to gauge the bank's ability to withstand losses on bad loans. The so-called Tier 1 ratio will drop by 0.16 percentage point from 7.32 percent as of Sept. 30, according to the company's statement. Citigroup expects the ratio to return to its target level of 7.5 percent by the end of the second quarter of 2008.
Citigroup got a $7.5 billion cash infusion last month by selling a 4.9 percent stake to the ruling family of Abu Dhabi after the bank's capital ratio fell below the company's target.
CIBC World Markets analyst Meredith Whitney says the bank still needs to raise $30 billion more, and may have to cut its dividend.
