Retail Sales Probably Dropped in April: U.S. Economy Preview
May 11 (Bloomberg) -- Sales at U.S. retailers probably fell in April as the biggest housing slump in a quarter century, record gasoline prices and the loss of jobs took their toll, economists said before reports this week.
Purchases fell 0.2 percent, following a 0.2 percent gain the prior month, according to the median estimate in a Bloomberg survey before the Commerce Department's May 13 report. Other reports may show housing starts fell to a 17-year low and rising food and fuel prices continued to push up the cost of living.
Plummeting property values are eroding household wealth just as Americans have to ante up a bigger share of their paychecks to fill gas tanks and feed their families. Concern over inflation may cause the Federal Reserve to keep interest rates unchanged in coming months, even as the threat of a recession still looms.
``Consumer spending has already noticeably downshifted,'' said Joe LaVorgna, chief U.S. economist at Deutsche Bank Securities Inc. in New York. ``This should keep overall economic activity sub-par.''
Expensive items like automobiles saw the biggest drop in demand last month. Cars and light trucks sold at a 14.4 million annual pace in April, the fewest in almost a decade.
Retail sales excluding automobiles increased 0.2 percent after a 0.1 percent rise in February, according to the Bloomberg survey median. An increase in spending at service stations, reflecting the jump in gasoline prices, probably inflated the figure, economists said.
Spending to Slow
Consumer spending may grow at an annual rate of 0.5 percent this quarter, down from a 1 percent pace in the first three months of 2008, according to the median estimate of economists surveyed by Bloomberg News from May 2 to May 8.
Spending will rebound to a 2.3 percent growth rate in the third quarter as the bulk of the $117 billion in tax-rebate checks included in a government stimulus plan are spent, the survey showed. That will be followed by a deceleration to a 1.6 percent pace to end the year.
``While the rebates will be helpful in the short run, they won't generate a sustained increase in spending,'' said John Silvia, chief economist at Wachovia Corp. in Charlotte, North Carolina. ``By the fourth quarter, growth will look disappointing to most people.''
In its first two weeks, the government has sent out $27.2 billion in rebates, the Treasury Department said May 9.
The stimulus probably won't be enough to keep the economy from stagnating in the second quarter. The economists surveyed by Bloomberg forecast overall growth this quarter at 0.1 percent, the weakest since 2001.
Looking for Discounts
Shoppers have been flocking to discount stores to stock up on staples and gasoline. Costco Wholesale Corp., the largest U.S. warehouse-club chain, last week said April sales at stores open at least a year rose 8 percent as customers sought less-expensive clothing and discounted fuel.
Consumer prices rose 0.3 percent in April, matching the prior month's gain, according to the median forecast ahead of the Labor Department's May 14 report. Excluding food and energy, prices rose 0.2 percent for a second month.
Continuing price gains, as oil, corn and other commodity prices soar, may prompt the Fed to hold rates steady at its June 25 meeting, according to trading in the futures market.
Housing is likely to continue to be the economy's weakest link for the rest of the year.
Construction Slump
A Commerce Department report May 16 may show work began on 940,000 homes at an annual rate in April, the fewest since March 1991, according to the survey median. Declines in construction will continue to hurt the economy after detracting from growth for the past nine quarters, said Drew Matus, a senior economist at Lehman Brothers Holdings Inc. in New York.
Another report the same day may show consumer confidence continues to weaken. The Reuters/University of Michigan preliminary sentiment index may decline to 62 in May, the lowest level since March 1982.
Reports on manufacturing are likely to show factories are cutting back as demand slows. Output at the nation's factories, mines and utilities dropped 0.3 percent last month, economists projected a May 15 report from the Fed will show.

HSBC to Take $4.6 Billion Subprime Writedown, Observer Reports
HSBC to Take $4.6 Billion Subprime Writedown, Observer Reports
May 11 (Bloomberg) -- HSBC Holdings Plc, Europe's biggest bank, tomorrow will announce a writedown of $4.6 billion linked to losses against mortgages, credit cards and other loans to U.S. consumers, the Observer reported, without saying where it got the information.
The writedowns will take the total amount of credit losses linked to the collapse of the U.S. subprime mortgage market at the London-based bank to almost $17 billion over the past 15 months, the British newspaper said today. HSBC may have to make writedowns totaling $15 billion this year, taking losses to $27 billion over two years, the Observer said, citing James Hutson, an analyst at Keefe Bruyette & Woods.
The world's biggest banks and securities firms have reported asset writedowns and credit losses of $323 billion linked to the collapse of the U.S. subprime mortgage market since the beginning of 2007. HSBC paid $15.5 billion for Household International Inc. in 2003, becoming one of the largest U.S. subprime lenders. The 142-year-old bank took $10.6 billion in loan losses across the company in 2006 and $17.2 billion last year.
HSBC will announce bad-debt charges at its U.S. business of $3.5 billion to $4 billion, the Sunday Times said today, citing no one. The bank will post a first-quarter loss of more than $1 billion at its American unit as a result of the charges, the Times said.
Richard Lindsay, a London-based spokesman for HSBC, declined to comment on the reports when contacted today by Bloomberg News.
Household
HSBC Chief Executive Officer Michael Geoghegan has replaced managers, closed mortgage units and stopped trading and selling mortgage-backed securities in the U.S. in response to the subprime collapse. Bad debts at HSBC's U.S. former Household unit may rise 27 percent to $15 billion this year, analysts at UBS AG said May 2.
The bank, which is scheduled to release a trading update at 9:15 a.m. London time tomorrow, has gained 2.9 percent this year in London dealing, the best performance in the eight-member FTSE 350 Banks Index, which has declined 8.7 percent.

Vodafone to Bid $39 Billion for Africa's MTN, Sunday Times Says
Vodafone to Bid $39 Billion for Africa's MTN, Sunday Times Says
May 11 (Bloomberg) -- Vodafone Group Plc may offer 20 billion pounds ($39 billion) to take over MTN Group Ltd., Africa's largest mobile-phone company, the Sunday Times reported, without saying where it got the information.
Arun Sarin, chief executive officer of the world's largest mobile-phone company, told his acquisition team, led by former UBS AG banker Warren Finegold, to seek ways to buy Johannesburg- based MTN, the U.K. newspaper said. MTN Financial Director Rob Nisbet said today by mobile phone he wasn't ``aware'' of a bid.
A message left today by Bloomberg News on the mobile phone of Bobby Leach, spokesman for Newbury, England-based Vodafone, wasn't immediately returned.
Vodafone wants to expand in emerging markets to compensate for slowing growth in Europe. The company said on Jan. 31 it planned to build up operations in Africa by increasing its stake in Vodacom Group Ltd., South Africa's largest wireless provider. In the past two years, Vodafone has bought stakes in mobile operators in India and Turkey to tap faster-growing markets.
MTN said May 5 it was in talks with India's Bharti Airtel Ltd. that may lead to the biggest takeover in African history. Reliance Communications Ltd. and China Mobile Communications Corp. may also be interested in MTN, UBS AG analysts Suresh Mahadevan and John Slettevold wrote in a report the next day.
Mobile-phone operators are being lured to the potential growth in the company's markets. MTN has 68 million customers in Africa, Iran, Afghanistan and Syria, with a possible combined market of 240 million consumers by 2012.
Vodafone declined 0.9 penny, or 0.6 percent, to 161.8 pence on the London Stock Exchange on Friday, trimming the company's market value to 86 billion pounds. The stock has declined 14 percent since the start of the year.

British home repossessions highest in 15 years
British home repossessions highest in 15 years
Home repossessions in England and Wales rose to their highest first-quarter levels in 15 years, the government said Friday.
It was the highest repossession rate since 1993, and was up 9 percent compared with the previous quarter.
Howard Archer, chief European economist at Global Insight, said the report underlined the limited impact for consumers of a series of interest rate cuts this year. The Bank of England has lowered the rate from 5.75 percent to 5 percent.
"The overall beneficial impact is still being significantly diluted by a number of mortgage and borrowing rates being pushed up by the lack of liquidity and elevated market interest rates," Archer said.
In a series of reports earlier this month, Britain's biggest mortgage lender said the average house price fell 4 percent in 2008; the government said individual insolvencies in England and Wales rose 1.7 percent in the first quarter compared to the previous quarter; and an industry group said construction activity had slumped to the lowest level in nearly a decade.
"Rising utility bills and elevated food prices are weighing down particularly heavily on the most financially strapped people, adding to their difficulties in meeting their mortgage payments," Archer said.

Citigroup's $500 Billion Contraction
Citigroup's $500 Billion Contraction
Citigroup Inc.'s new chief executive, Vikram Pandit, plans to stick with a global banking model after months of intense review — but only after shrinking the company by about one-fifth first.
The three-year game plan, revealed Friday, includes getting rid of more businesses, mortgages, real-estate operations and jobs.
The bank aims to shed between $400 billion and $500 billion of its $2.2 trillion in assets and grow revenue by 9 percent over the next few years as it tries to rebound from massive losses tied to deterioration in the credit markets.
The $500 billion in so-called "legacy assets" the bank intends to sell off or allow to mature include yet-to-be-named noncore businesses, as well as assets in Citigroup's securities and consumer banking segments. That includes mortgages and other real estate-related holdings.
Meanwhile, the anticipated rise in revenue will derive largely from cutting costs — which Chief Financial Officer Gary Crittenden said will mean more job reductions. Citi has so far lowered its headcount by 13,200 since last summer.
The moves could mean the bank loses its standing as the nation's largest if it doesn't grow other assets simultaneously. According to their most recent regulatory filings, Bank of America Corp. has $1.74 trillion in total assets, while JPMorgan Chase & Co. has $1.64 trillion.
The investor presentation Friday did not come as a huge surprise. Citigroup has already begun its winding-down process by writing down about $38 billion in soured debt since last summer, and setting plans to reduce its residential mortgage assets by $45 billion over the coming year. It has also sold businesses including CitiCapital, CitiStreet and Diners Club.
These moves arrived on top of huge stock sales to outside investors, including government funds in Singapore and the United Arab Emirates.
Roger Lister, chief credit officer for U.S. financial institutions at the bond rating company DBRS, said Citi should be able to find buyers for its assets, as most are not particularly risky, and instead are simply low revenue generators for the bank.
"The plan makes sense — in some ways, it's the easy part," Lister said.
While others agreed that Citi had to sell assets, not everyone was certain how easy such a sale would be.
"I'm not sure they have half a trillion in good assets that someone wants to buy. But they're doing the obvious — they have no choice," said R. Christopher Whalen, managing director of consulting firm Institutional Risk Analytics.
Either way, whether Pandit's plan proves successful will determine his legacy as a turnaround specialist for a company that many claim was struggling long before the housing market collapse.
Pandit joined Citigroup in July 2007, when it bought his hedge fund Old Lane. The board fast-tracked him to the CEO spot in December, five weeks after former CEO Charles Prince was forced out following the bank's dismal performance during the third quarter.
"This is going to be a difficult environment to judge success," said Lister, who worked at Citigroup during the late 1980s and early 1990s. "He has done what I think one would have expected of a dynamic, experienced business leader ... It's the execution that's going to be the challenge."
Citigroup has been under heavy investor scrutiny over the past year as the value of its stock tumbled. Many Citigroup holders have been angling for a large-scale overhaul of the company's structure. Those shareholders' hopes have dwindled, with executives saying they intend to keep the bank's major parts intact.
"We believe the right model is a global universal bank," Pandit said.
But Citigroup executives did point out several shortcomings at the bank that need to be fixed, including organizational redundancies, a fractured corporate culture and waning market share in U.S. retail banking. And the company introduced a new slogan as part of its revamping efforts: "Citi never sleeps."
But the road to recovery is going to be a difficult one.
Most analysts believe that while the bulk of the bank's write-downs are through, there are still at least some more to come. In a note Thursday, Deutsche Bank analyst Mike Mayo estimated that Citigroup's $29 billion bucket of mortgage investments and related structured products has the potential to result in another $15 billion write- down.
And given that Citigroup has $63 billion in exposure to home equity loans, $150 billion to mortgages, $21 billion to auto loans, and exposure to other loans such as credit cards, Mayo estimated that the bank will have to build up its reserves by an additional $5 billion as the U.S. consumer credit climate deteriorates.
Citigroup shares slipped 67 cents, or 2.8 percent, to $23.63 Friday. The stock is down about 18 percent in 2008 and 55 percent over the last 12 months.

Microsoft Appeals 899 Million Euro Fine to EU Court
May 9 (Bloomberg) -- Microsoft Corp., the world's largest software maker, asked a court to overturn or reduce a record 899 million-euro ($1.4 billion) European Union fine for failing to comply with an antitrust ruling.
The appeal was filed today at the European Court of First Instance in Luxembourg, Microsoft spokesman Jesse Verstraete said in an e-mailed statement. The company is attempting to seek clarity from the court, he said.
``There's a fairly good record of the court lowering fines the commission has made upon appeal,'' said Philip Marsden, a competition lawyer and senior research fellow at the British Institute of International and Comparative Law, who isn't involved in the case. ``It's the company's legal right to appeal such fines, particularly with respect to orders regarding compliance with such a controversial and vague set of requirements.''
The European Commission, the EU's antitrust authority, fined the company on Feb. 27 for failing to comply with a 2004 antitrust order. Under that decision, in which Microsoft was fined 497 million euros, the EU ordered the software maker to provide data to rivals to allow servers to connect to the Windows platform. Microsoft was required to charge reasonable royalties for the network data technology.
Redmond, Washington-based Microsoft was the first company in 50 years of EU competition policy to face a penalty for failing to comply with an EU order. The commission found that Microsoft overcharged for patent licenses that rivals needed to connect products to the Windows operating system. The fine brought the total penalty against Microsoft to 1.68 billion euros.
Microsoft's Rights
A European court upheld the commission's 2004 ruling against Microsoft in September, meaning the company wasn't in compliance for three years.
Microsoft has the right to an oral hearing at the EU court before a final ruling. The company can appeal any decision to the European Court of Justice, the EU's highest court.
``The commission is confident that the decision to impose the fine is legally sound,'' spokesman Jonathan Todd said by telephone today.
Microsoft hasn't resolved its legal fight with the EU. In January, regulators opened investigations into whether the company is using its dominance in word processing and spreadsheets to thwart rivals and whether the company unlawfully tied an Internet browser to Windows.
Microsoft has sought to resolve its legal disputes with the EU. In December, the company reached an agreement on licensing terms that will allow open-source products to connect to the Windows operating system.
The company's stock rose 10 cents to $29.37 at 3:11 p.m. New York time in Nasdaq Stock Market trading. It had dropped 18 percent this year, before today.

Oil Rises to Record Above $125 as Nigeria Cuts Curb U.S. Supply
May 9 (Bloomberg) -- Oil rose to a record above $125 and was set for the biggest weekly gain in more than a year on speculation reduced exports from Nigeria will curb U.S. supplies during the peak summer driving season
Nigeria production, which fell to the lowest level in a decade in April, has been cut a further this month by rebel assaults on Royal Dutch Shell Plc pipelines. OPEC said yesterday it doesn't need to increase supplies, even as its president warned prices may reach $200 a barrel.
``In the last couple of weeks attacks in Nigeria have been getting worse,'' said Andy Sommer, an analyst with HSH Nordbank in Hamburg. ``Also, the view that oil can go to $200, even though everyone knows it's not the base-case scenario, is bringing in investor flows.''
Crude oil for June delivery climbed as much as $2.29, or 1.9 percent, to $125.98 a barrel in electronic trading on the New York Mercantile Exchange. The contract was at $125.50 at 12:39 a.m. London time. Oil has risen 7.4 percent this week, the biggest weekly gain since March 23, 2007. Prices have doubled in the last year.
Brent crude oil for June settlement jumped as much as $2.84, or 2.3 percent, to a record $125.68 a barrel on London's ICE Futures Europe exchange. It was at $124.94 at 12:39 a.m. London time.
Gasoil futures, the benchmark for diesel fuel, also rose to a record $1,187 a metric ton in London, gaining 2.9 percent.
Shell's Nigerian output, cut by 164,000 barrels a day, may take as long as two weeks to return, a government official said yesterday. Nigerian production was 1.88 million barrels a day in April, down from 2.04 million in March, according to Bloomberg estimates.
Sweet Crude
Nigerian oil is prized by refiners for the quantities of gasoline and other motor fuels so-called its sweet crude yields. The African country was the U.S.'s sixth-largest supplier in February, according to the American Petroleum Institute.
Oil's records are less due to ``fundamental changes'' than ``the increasing proportion of investor demand driving prices higher,'' said Eugen Weinberg, an analyst at Commerzbank AG in Frankfurt. ``I think we'll achieve a price of $150 in the coming six months.''
Bets by hedge funds and other speculative investors that prices will rise are 24 percent higher than a year ago, at 241,402 contracts, according to U.S. Commodity Futures Trading Commission data released May 2.
The Organization of Petroleum Exporting Countries said in a statement yesterday there's no need to raise output as ``the considerable depreciation in the U.S. dollar'' rather than limited supply is behind record prices. OPEC President Chakib Khelil said the weaker dollar may drive prices to $200 a barrel.
Dollar Decline
The dollar has fallen 5.6 percent against the euro this year, making commodities more attractive for buyers in foreign currencies and attracting investors who see crude as a hedge against inflation.
OPEC will probably meet before its next scheduled conference in September, Shokri Ghanem, chairman of Libya's National Oil Corp., said today.
U.S. distillate stockpiles, which includes heating oil and diesel, declined 107,000 barrels to 105.7 million, the Energy Department reported on May 7. Refineries in the U.S. operated at 85 percent last week, down from 89 percent the year before, the data showed. U.S. crude supplies rose 5.65 million barrels to 325.6 million barrels last week, amid increased imports.

EDF Plans British Energy Takeover Offer, People Say
EDF Plans British Energy Takeover Offer, People Say
May 9 (Bloomberg) -- Electricite de France SA, Europe's biggest power producer, plans an offer for British Energy Group Plc that will be at least 5 percent below the company's share price, said three people with knowledge of the bid.
Electricite de France may submit the proposal today, said the people, who declined to be identified because the bid is confidential. British Energy fell 2.6 percent yesterday to 715 pence, valuing the company at 11.5 billion pounds ($22 billion). The stock, which closed at a record 785 pence on April 25, was down 1.6 percent at 703.5 pence as of 8:30 a.m. in London today.
Power producers want to buy British Energy because Prime Minister Gordon Brown backs building nuclear reactors to meet energy demand and to replace aging units. The East Kilbride, Scotland-based generator, which is 35.8 percent state owned, said March 17 that it was in talks that could lead to a merger or takeover. The U.K. government would sell its stake in a deal.
``The bidding companies have talked the price down quite successfully,'' said Simon Edrich, an analyst at ING Bank NV in London.
Francois Molho, a spokesman for Electricite de France in Paris, declined to comment, as did Andrew Dowler, a spokesman for British Energy in London.
The U.K. government, which is seeking at least two groups of companies to build reactors, won't prevent foreign utilities from buying the company, Energy Minister Malcolm Wicks said in April.
Held Meetings
British Energy, which said it has met with more than 10 companies to discuss potential partnerships, would give a buyer eight atomic stations and adjacent land where new generators may be built.
RWE AG, Germany's second-biggest utility, ruled out a full takeover of British Energy after Vattenfall AB, its partner of choice for a joint bid, pulled out, Handelsblatt reported today, citing unidentified people familiar with the matter. RWE spokeswoman Julia Scharlemann in Essen declined to comment when reached by telephone today.
Electricite de France, 84.8 percent owned by the French state, operates 58 nuclear reactors at home. The shares rose 0.9 percent to 67.30 euros today, valuing the Paris-based company at 123 billion euros ($190 billion).
Nuclear Revival
Utilities and governments from the U.S. to Taiwan are building or planning atomic plants to meet increasing power demand and reduce carbon dioxide emissions, which scientists say cause global warming. Power producers may build as many as 107 reactors by 2020, according to the World Nuclear Association. Some 42 units may be shut in the period.
British Energy shares dropped 8.9 percent since reaching a record high. Andrew Moulder, an analyst at Creditsights Inc., said April 10 in an investor note that the company may be overvalued because most of its reactors are aging and its sites may not be needed for the construction of nuclear units. The U.K.'s Nuclear Decommissioning Authority is seeking offers for use of its land to build reactors, providing an alternative to the company's sites.
British Energy's earnings have been hurt the past two years by unscheduled shutdowns at its atomic power stations. Chief Executive Officer Bill Coley vowed to improve the reliability of the nuclear plants as a way to reduce reliance on imported fuels.
The company plans to run its nuclear reactors beyond their scheduled decommissioning dates, boosting the appeal to a potential buyer.
U.K. safety regulators are assessing reactor plans by Areva SA, GE-Hitachi Nuclear Energy and Toshiba Corp.'s Westinghouse Electric Co., for approval of generic models that may be built in Britain.
The U.K. has hired UBS AG to advise it on the program for new nuclear stations and on options for its stake.
