Toyota, Nissan Lead Biggest Drop in Japan Car Sales in 34 Years

Dec. 1 (Bloomberg) -- Toyota Motor Corp. and Nissan Motor Co. led the biggest drop Japan's auto sales in 34 years as the country's recession cut wages.

Sales of cars, trucks and buses, excluding minicars, fell 27 percent to 215,783 vehicles in November, the Tokyo-based Japan Automobile Dealers Association said in a statement today. Toyota Motor Corp., Japan's largest automaker, sold 106,342 vehicles excluding the Lexus brand, down 28 percent. Sales at Nissan Motor Co., the country's third-biggest, fell 30 percent to 30,134.

Japan's automakers have slashed their earnings forecasts for this fiscal year as declining wages and tight credit curb consumer spending. Wages in the world's second-largest economy dropped for the first time this year in October as companies cut overtime payments by the most in more than six years.

``If income and wealth don't rise, consumption won't either,'' said Mitsuo Shimizu, a Tokyo-based analyst at Cosmo Securities Co. ``Large purchases like cars are particularly vulnerable.''

Prime Minister Taro Aso announced a 5 trillion yen ($52.5 billion) stimulus package in October to boost consumer spending and the Bank of Japan cut the benchmark rate to 0.3 percent to encourage lending.

``The financial crisis is exacerbating already low consumer sentiment,'' JADA said in a statement, adding that car sales for the year may be the lowest since 1974.

Toyota shares lost 1.8 percent to 2,945 yen at the close of trading in Tokyo. Nissan slumped 2.8 percent and Honda Motor Co. declined 2.9 percent.

Firing Workers

Honda's sales dropped 22 percent to 29,448 vehicles last month. Mazda Motor Corp.'s fell 33 percent to 9,699 vehicles.

Japanese companies plan to fire about 30,000 temporary and part-time workers before the end of the business year in March, the Labor Ministry said last week. Toyota will cut its domestic temporary workforce by 3,000 jobs, or 50 percent, by the end of March.

Monthly wages, including overtime and bonuses, fell 0.1 percent to 274,751 yen ($2,876) from a year earlier, the Labor Ministry said in Tokyo today.

Credit is also tightening. Three-month commercial-paper rates for Japanese companies with the highest credit rankings were at 1.2 percent, compared with a 0.49 percent yield on similar-duration government bills, according to Tokyo Tanshi Co.

The drop in domestic demand echoes a sales slump in the U.S., the most profitable market for Japan's carmakers. In October, Toyota's sales in the world's largest car market dropped 23 percent. Nissan's plunged 33 percent and Honda has a 25 percent drop.

Russia Manufacturing PMI Drops to Lowest on Record

Russia Manufacturing PMI Drops to Lowest on Record

Dec. 1 (Bloomberg) -- Russian manufacturing shrank more in November than during the 1998 financial collapse as the global economic crisis drove output and new orders to record lows and companies cut jobs, VTB Bank Europe said.

VTB’s Purchasing Managers’ Index fell for a fourth month to 39.8, its lowest level, from 46.4 in October, the bank said in an e-mailed statement today. The previous low was 43.2 in September 1998, a month after the government’s ruble devaluation and default on $40 billion of debt. A figure above 50 means growth, below 50 a contraction. The bank surveyed 300 purchasing executives.

“The sense of doom and gloom was only deepening,” in November, Tatiana Orlova an economist in Moscow at ING Group NV said by telephone. “The mood isn’t getting any better.”

Industrial production has slumped and unemployment is rising as declining commodities prices and the seizure of credit markets prompt an outflow of capital. Investors withdrew $190 billion from the country since August, BNP Paribas SA estimates, as oil fell below the $70-a-barrel average needed to balance the 2009 budget.

“Driving the rapid contraction of the manufacturing sector in November was a record fall in incoming new work,” the bank said in the statement. New export contracts tumbled because of “fallout from the global financial crisis.”

Lower Ruble

The ruble, which the central bank manages against a basket of dollars and euros, weakened 0.2 percent to 27.9736 per dollar by 10:08 a.m. in Moscow, from 27.9231 on Nov. 28. Against the euro, it was little changed at 35.3985, from 35.4379.

Russian economic growth, which Prime Minister Vladimir Putin touted as a major achievement before stepping down as president in May after eight years, will slow to 3 percent next year from an average of 7 percent a year since 1999, the World Bank estimates. The economy grew 8.1 percent in 2007.

Adding to evidence that recessions in the U.S., Europe and Japan are dragging down the world’s fastest-growing economies, China’s manufacturing also shrank by the most on record in November as export orders plunged.

OAO Severstal, Russia’s largest steelmaker, shut down a blast furnace that supplied 13 percent of the pig iron produced at its main Russian factory because of its age and as global steel demand weakens, the company said on Nov. 28.

Slowing Output

Industrial production in October grew at the slowest annual pace since the Federal Statistics Service changed its methodology at the start of 2003, according to revised data. Unemployment rose to 6.1 percent from 5.3 percent in September.

“Sharp falls in output were also accompanied by a substantial decline in employment,” said Dmitri Fedotkin, an economist at VTB Research, in the report.

OAO Magnitogorsk Iron & Steel, the third-largest Russian steel company, and OAO Razgulay Group, a Russian grain and sugar producer, have said they will shed staff and may decrease wages for some remaining workers.

“What began as a financial crisis became an economic one before our eyes,” Putin said at the Nov. 20 congress of his United Russia party in Moscow.

About 1,070 Russian companies have already announced plans to cut approximately 45,000 jobs, Rossiyskaya Gazeta, the government’s official newspaper, said on Nov. 14, citing the Health and Social Development Ministry’s estimates. The reductions have affected the finance and automobile industries, construction and tourism companies and some manufacturing workers, the paper said.

“The economic pain is shifting to the man on the street,” said Maxim Oreshkin, head of research at OAO Rosbank, in a telephone interview. Oreshkin said he expected the consumer sector would contract in the first quarter of 2009 as the impact of layoffs works its way into consumer spending.

Manufacturing Prices

In November, prices that manufacturers pay declined for the first time in a decade, while the prices they charge dropped for the first time in the survey’s history.

“Reflecting the rapid deterioration in the activity profile and weakening commodity prices, inflationary pressures eased significantly,” Fedotkin said.

The annual inflation rate reached 14.2 percent last month, compared with the government’s official year-end forecast of 11.8 percent.

The PMI is derived from indexes which measure changes in output, orders, employment, suppliers’ delivery times and stocks, according to VTB.

Cyprus mulls interest rate cut

Cyprus mulls interest rate cut

By FAMAGUSTA GAZETTE ONLINE STAFF 01.DEC.08
Stockwatch reports that the government is still thinking about an interest rate cut, according to Finance Minister, Charilaos Stavrakis who will be having a meeting with President Christofias soon.

Avoiding entering in further details, Mr. Stavrakis said that he might have a meeting with the CB Governor, Athanasios Orphanides too.

The statements were made during his meeting with the more than 20 ambassadors of the European countries that are based in Cyprus and after Mr. Vgenopoulos statements yesterday that a rate cut would be difficult due to the increased cost.

Mr. Stavrakis clarified that Cyprus is not expected to cut VAT as the UK recently did.

“The 15% VAT that Cyprus imposes is the lowest allowed by the EU. So we cannot cut it further”, he explained.

“Our philosophy is to have the lowest tax ratios in Europe so as to inject additional government expenditure to infrastructure projects. These projects improve the competitiveness of the island’s economy and create additional job posts so as to cover the possible gap that might emerge from the drop in the demand of summer houses by the non-Cypriots”, he noted.

During his meeting with the ambassadors, the parties talked about the EU Recovery Plan released by the EU yesterday.

“The Cypriot economy is benefited by the measures taken by the other countries since the biggest part of the expenditure will be granted to tourism and services.

Referring to the measures that the government is taking, Mr. Stavrakis reminded that there is a team composed of the Ministries’ General Managers, who work hard to increase the degree of adoption of the budget 2009.

“The budget exceeds €1 billion and an increase of 10 percentage points to 80% in 2009 will create a liquidity of €100 million”, Mr. Stavrakis stressed.

“This means that 1% of GDP will be spent for the elimination of the crisis”, he concluded. - Copyright © Famagusta Gazette 2008.

Job Cuts, Factory Slump Probably Worsened: U.S. Economy Preview

Job Cuts, Factory Slump Probably Worsened: U.S. Economy Preview

Nov. 30 (Bloomberg) -- The recession engulfing the U.S. economy deepened this month as employers slashed more jobs and manufacturing contracted at the fastest pace in a quarter century, economists said before reports this week.

Payrolls shrank by 320,000 workers in November, the biggest one-month drop since the 2001 terrorist attacks, according to the median estimate of economists surveyed by Bloomberg News before the Labor Department’s Dec. 5 report. The jobless rate may have jumped to 6.8 percent, the highest level since 1993.

Employment may keep deteriorating as the credit crunch continues to bite, with Goldman Sachs Group Inc. analysts forecasting a 9 percent unemployment rate by late 2009. The worsening outlook prompted President-elect Barack Obama to craft a plan to save or create 2.5 million jobs in two years to stave off what he called a “crisis of historic proportions.”

“All signals point to a very weak labor market and further weakening,” said Dean Maki, co-head of U.S. economic research at Barclays Capital Inc. in New York. “We should expect a large stimulus program shortly after Obama takes office.”

The 11th consecutive drop in payrolls would follow a 240,000 decline in October and bring the total number of jobs eliminated so far this year to 1.5 million. Factories probably reduced staff by 80,000 workers, according to the survey median.

The jobless rate was 6.5 percent in October.

The employment report, the second issued since Obama was elected president on Nov. 4, is likely to intensify pressure on policy makers to come up with additional stimulus plans.

Cutting Forecasts

As economic data deteriorated and financial markets slid, economists at Goldman last week were among those marking down their estimates for gross domestic product. The economy will shrink at a 5 percent annual rate this quarter and decline at a 3 percent pace in the first three months of 2009, Goldman’s chief U.S. economist Jan Hatzius said in a note.

The world’s largest economy contracted at a 0.5 percent pace in the third quarter and consumer spending fell at 3.7 percent rate, the biggest tumble since 1980, the government said last week.

Obama has named an economic team that includes New York Federal Reserve Bank President Timothy Geithner as Treasury Secretary-designate and former Fed Chairman Paul Volcker as head of a new White House economic panel aimed at reviving the economy.

“My first priority and my first job is to get us on the path to economic recovery,” Obama, 47, said Nov. 25 as he announced his team.

Factory Slump

Manufacturing, which accounts for about 12 percent of the economy, shrank in November for a fourth consecutive month, a report from the Institute for Supply Management may show tomorrow. The group’s factory index probably fell to 37, the lowest level since July 1980, from 38.9 the prior month, according to economists polled. A reading of less than 50 signals a contraction.

U.S. automakers have been particularly hard hit as sales dropped to the lowest level in almost two decades. General Motors Corp., under pressure after Congress delayed action this month on aid to the industry, said it will idle plants in Michigan, Ohio, Kansas and Missouri for an extra week in January.

“We are all expecting the year 2009 to be a very low year in terms of demand, not only in the United States, but globally,” Carlos Ghosn, chief executive officer of Nissan Motor Co., said in a Nov. 19 interview on Bloomberg Television. “We may be facing a couple of difficult years, with very low demand.”

Services Decline

Service industries, which account for almost 90 percent of the economy and range from mortgage lending to retailing and restaurants, also contracted in November, economists forecast another report from the ISM will show on Dec. 3.

The group’s non-manufacturing index fell to 42 last month, the lowest reading since records began in 1997, according to the survey median.

Financial firms are at the forefront of the slump in services. Citigroup Inc., the U.S. bank with the most employees, said this month it plans to eliminate more than 50,000 jobs and cut expenses as the global economy contracts. Chief Executive Officer Vikram Pandit has already cut 23,000 positions.

OPEC Defers Decision on Output Cut, Seeks $75 Oil

OPEC Defers Decision on Output Cut, Seeks $75 Oil

Nov. 30 (Bloomberg) -- OPEC deferred a decision on reducing production this year by two weeks to gauge the impact of earlier cuts, as it seeks to push oil prices back up to $75 a barrel.

Crude has dropped 62 percent from July’s record of $147.27 a barrel as the global recession erodes sales. Ali al-Naimi, the oil minister of Saudi Arabia, OPEC’s largest exporter and its de facto leader, said yesterday that $75 a barrel represents a “fair price” needed to support investment in new fields.

OPEC, which accounts for more than 40 percent of the world’s supply, will next meet in Oran, Algeria, on Dec. 17. In a statement after yesterday’s meeting in Cairo, the group warned demand will be “much lower” than expected a month ago. The cost of crude has continued to slide even after the group agreed last month to lower production by 1.5 million barrels a day.

“The way demand data continues to come out, especially from the U.S., suggests that they will have to cut,” said Raja Kiwan, a Dubai-based analyst at consultant PFC Energy.

Compliance with existing supply quotas is “not good enough,” based on current forecasts, said OPEC Secretary General Abdalla El-Badri. He also urged non-OPEC members Russia, Mexico and Norway to restrain supply, as they did a decade ago when prices slumped toward $10 a barrel.

The 11 OPEC states subject to output quotas will produce 27.8 million barrels a day in November, according to Geneva- based consultant PetroLogistics Ltd., in excess of their official limit of 27.3 million barrels a day.

‘Additional Action’

The Organization of Petroleum Exporting Countries pledged to take any “additional action” needed to stabilize the market in Oran, according to Chakib Khelil, the group’s president. Asked if OPEC would seek to lower output in Algeria, al-Naimi replied: “A cut is possible, we will have to see.” A reduction would not be needed if members achieve 80 percent compliance with last month’s agreed cuts, al-Naimi told Al Hayat newspaper.

The Saudi oil minister said there was a “good logic” for $75-a-barrel, backing earlier comments from Saudi King Abdullah who told Kuwaiti newspaper Al-Seyassah that this represents a “fair price.” Crude for January delivery traded at $54.43 a barrel in New York on Nov. 28.

OPEC abandoned an official price target almost four years ago and ministers’ expectations have changed throughout 2008 as crude rallied to a record near $150 in New York in July, then fell below $50 this month. Ministers from Venezuela, Iraq, Algeria and Nigeria also said yesterday oil should cost at least $75.

Outside Help

Producers and drillers from Exxon Mobil Corp. to BP Plc are already suffering from falling prices. OPEC’s export revenue will be $979 billion in 2008, 9.6 percent less than expected a month ago, because of sinking crude prices, the U.S. Energy Department forecasts.

El-Badri called for outside help to halt the plunge in prices. “All non-OPEC should come and help, it is a big burden for OPEC,” he told reporters. As well as Russia, “the ones we know that have the capability to cut are Norway and Mexico.”

Russia’s energy minister is expected to attend the Algeria meeting, El-Badri said. His plea for help elsewhere may fall on deaf ears after Norway, the world’s fifth-biggest oil exporter, ruled out production cuts earlier this month. “I don’t see any scenarios with regards to that,” Norwegian Oil Minister Terje Riis-Johansen said in a Nov. 18 interview.

OPEC will likely lower supplies before the end of the year, according to 18 of 21 analysts surveyed by Bloomberg last week. About half of those thought an accord would be made in Cairo, while others expected a decision later. Twelve predicted the reduction will be at least 1 million barrels a day, more than is pumped by Qatar.

Cairo Meeting

Venezuelan Energy and Oil Minister Rafael Ramirez said after yesterday’s “consultative” meeting in Cairo that OPEC will still need to cut production by at least 1 million barrels a day by the end of the year.

OPEC called ministers together in Cairo yesterday rather than wait until its next scheduled December conference in Algeria, as the slowing world economy reduced global consumption faster than expected. In September, the group urged greater compliance with existing output limits.

The Cairo meeting, originally intended just for ministers from Arab nations, was expanded into a full meeting for all OPEC members, including countries like Venezuela, Iran and Angola.

OPEC members have a balancing act to perform as they strive to boost prices without overreacting in terms of production cuts and being blamed for exacerbating the economic slowdown.

Demand for oil may fall for the first time since 1983 next year, Merrill Lynch & Co. said, as the U.S., Europe and Japan face their first simultaneous recession since World War II. Merrill forecasts crude averaging $43 a barrel in the first quarter.

Jakarta Meeting

Eleven years ago, OPEC members bickered over quotas as prices slid 28 percent in 10 months amid the onset of the Asian financial crisis. At a meeting in Jakarta in November 1997, they raised quotas, even as economic turmoil in Asia was slowing demand and prices fell another 44 percent by December 1998 to a low of $10.35 in New York.

OPEC’s 13 member nations include Algeria, Angola, Ecuador, Indonesia, Iran, Iraq, Kuwait, Libya, Nigeria, Qatar, Saudi Arabia, United Arab Emirates and Venezuela. Indonesia is expected to leave the group at the end of the year.

GM Board Reviewing Wagoner’s Plan to Save Automaker

GM Board Reviewing Wagoner’s Plan to Save Automaker

Nov. 30 (Bloomberg) -- General Motors Corp.’s board is meeting in Detroit to discuss a rescue plan to present to Congress in two days that may determine if Chief Executive Officer Rick Wagoner can save the company and keep his job.

Directors started reviewing the proposal at noon today and will continue tomorrow, people familiar with the plans said. GM will prepare a 10- to 12-page public document and a private, more detailed plan of about 80 pages with background material, the people said. GM said Nov. 7 it may be short by year’s end of the $11 billion minimum in cash needed to pay monthly bills.

GM shares have gained on investor optimism that a plan to slash debt, cut labor costs and possibly eliminate half the automaker’s U.S. brands may help win as much as $12 billion to stay in business during the steepest industry slowdown in at least a decade. The stock rose the most in a two-day period in at least 28 years in New York trading at the end of last week, and climbed five out of six days.

“We envision the current Congress will authorize a short- term bridge loan that carries” GM, Ford Motor Co. and Chrysler LLC to the start of President-elect Barack Obama’s administration in January, Himanshu Patel, a New York-based analyst at JPMorgan Chase & Co., said in a note to investors on Nov. 25. He rates GM and Ford shares “neutral.”

GM wants to cut its $43 billion in debt, even after getting the government loans, to ensure its future viability, people familiar with the plan said last week. The automaker will ask current debt holders to exchange current bonds for lower value debt that may also include equity, the people said.

Closing Plants

The company also may seek an end to provisions that pay union employees not to work when their plants are shut down, the people said. GM is trying to close plants and slow production to adapt to auto sales that may fall to 11.7 million cars and trucks next year from 16.1 million last year.

The largest U.S. automaker also may ask to delay a $7 billion payment to a union retiree health fund, drop more brands and rework an accord with GMAC LLC to prove it can survive and repay the government, said the people, who asked not to be named because details haven’t been presented to Congress.

Lawmakers grilled Wagoner during two days of testimony Nov. 18 and Nov. 19 before deadlocking over whether to let the automakers tap $25 billion in low-interest borrowing.

‘Forthright Assessment’

House Speaker Nancy Pelosi and Senate Majority Leader Harry Reid agreed to a second lame-duck congressional session and instructed Wagoner and fellow CEOs Alan Mulally of Ford and Robert Nardelli of Chrysler to prepare specifics on how they’ll navigate past the crisis.

Pelosi and Reid told the automakers in a Nov. 21 letter that they must provide “a forthright, documented assessment” of their operating cash positions, short-term liquidity needs “and how they will meet the financing needs associated with the plan to ensure the companies’ long-term viability.”

While Republican critics such as Senator Richard Shelby from Alabama have said the auto chiefs were “arrogant” two weeks ago and that management changes might be needed, neither the government nor GM’s board has yet signaled Wagoner will need to leave to get an agreement, people familiar with those discussions said.

After burning through $6.9 billion in cash last quarter, GM said Nov. 7 that it had $16.2 billion as of Sept. 30, raising the prospect of falling short by year’s. GM has said a bankruptcy filing would be a “disaster.”

Prospective Buyers

The automaker, already marketing its Hummer unit to prospective buyers, is also studying whether to sell or close the Pontiac, Saab and Saturn brands, people familiar with those plans said last week. GM also sells models under Chevrolet, Cadillac, Buick and GMC brands.

GM gained 43 cents, or 9 percent, to $5.24 on Nov. 28 in New York Stock Exchange composite trading. Dearborn, Michigan- based Ford rose 54 cents, or 25 percent, to $2.69. This year, GM has declined 79 percent and Ford dropped 60 percent.

GM’s 8.375 percent bonds due in 2033 rose 4 cents to 23 cents on the dollar Nov. 28 to yield 36 percent, according to Trace, the bond-price reporting system of the Financial Industry Regulatory Authority. The debt has fallen from 36.5 cents at the end of October and 81 cents at the end of last year, Trace data show.

JPMorgan Sues Perot’s Parkcentral for $753 Million Over Default

JPMorgan Sues Perot’s Parkcentral for $753 Million Over Default

Nov. 29 (Bloomberg) -- JPMorgan Chase & Co. alleged in a lawsuit that Parkcentral Capital Management LP, an investment firm that manages money for the family of ex-U.S. presidential candidate H. Ross Perot, owes as much as $753 million in collateral on investments.

JPMorgan said it entered into an agreement with Parkcentral in March 2002 obligating the fund to give it “certain marketable securities” for derivative contracts. Parkcentral said earlier this week that it will liquidate a fixed-income hedge fund because it’s “no longer viable” and sell its remaining holdings to pay creditors.

Perot, 78, the founder of Electronic Data Systems Corp. who ran unsuccessfully for president in 1992, and members of his family are the fund’s biggest investors.

New York-based JPMorgan said Parkcentral defaulted Nov. 20 on a demand for the transfer of $125 million in eligible credit support, resulting in the early termination of all outstanding transactions.

“By failing to perform its obligations under the master agreement, including its obligation to pay to JPMorgan the amount owing under the master agreement, Parkcentral has materially breached” it, JPMorgan said in a complaint filed Nov. 26 in New York state court in Manhattan.

Under the terms of the agreement, JPMorgan said it was entitled to demand that Parkcentral post collateral support, according to the complaint. Parkcentral has failed and refused to provide the credit, the bank alleged in the suit.

Hand-Delivered

JPMorgan said it has hand-delivered at least three notices of default to Parkcentral. The bank said it has suffered damages in the amount of $753 million, the amount due and owing under the master agreement for the early termination.

Eddie Reeves, a spokesman for Plano, Texas-based Parkcentral, couldn’t be immediately reached for comment. JPMorgan spokesman Joseph Evangelisti declined to comment.

Parkcentral Global Hub Ltd.’s assets fell as much as 40 percent to $1.5 billion this year through October.

The case is JPMorganChase Bank N.A., v. Parkcentral Global Hub Limited, 603473/2008, New York State Supreme Court (Manhattan).

Australian Government, States Agree on Spending Plan

Australian Government, States Agree on Spending Plan

Nov. 29 (Bloomberg) -- Australian Prime Minister Kevin Rudd said the federal government and the states agreed to a A$15.1 billion ($9.9 billion) spending package that will create jobs as the country confronts the global financial crisis.

The plan, chiefly targeting health and education, will generate work for 133,000 people, Rudd said in Canberra. Forecast budget surpluses will fund new spending to start this fiscal year and extend over the following four years.

“This A$15.1 billion addition to the states will create jobs and stimulate the economy,” Rudd told reporters in Canberra today after meeting with eight state and territory leaders. “It will drive a reform agenda in health, education, as well as housing and businesses deregulation.”

Today’s meeting was part of annual talks on national government funding for the states, including allocations from the 10 percent tax on goods and services. The package adds to A$332 billion of funding for the states forecast for this and the next three financial years. The government on Oct. 14 announced A$10.4 billion in grants to pensioners, families and first-home buyers as the global financial crisis freezes credit.

Rudd increased health funding by A$5.55 billion to A$64.4 billion over five years and added A$1.4 billion to an education package worth a total of A$42.4 billion. He also bolstered funds to build properties for the homeless.

‘Modest Surplus’

The spending programs, which have an average timespan of four to five years, won’t push the government into deficit, and would allow it to maintain “a modest surplus,” Rudd said.

“Projecting surpluses four years out is pretty heroic, particularly in current economic times, and we hope to see the government’s accounts in good shape,” said Craig James, a senior economist at Commonwealth Bank of Australia in Sydney. “Still, Australia needs to invest in infrastructure and be ahead of the curve on spending to boost the economy.”

Treasurer Wayne Swan on Nov. 5 slashed the forecast budget surplus by 75 percent, citing the slowest economic growth in eight years. Rudd said Nov. 26 the government may allow its budget to go into deficit for the first time in seven years if the global economic slowdown worsens.

Reserve Bank Governor Glenn Stevens said Nov. 19 he would be comfortable if state and federal governments increased public spending, “even if that involves some prudent borrowing.”

Growth Forecast Slashed

Australia would join other developed nations forecasting budget deficits in 2009. The U.S. government shortfall may top $1 trillion next year and spending in the U.K. will swell the budget deficit to 118 billion pounds ($181 billion) in the year starting April 2009.

Australia’s budget was last in deficit in the year ending June 30, 2002. The budget was in deficit for eight years of Labor’s last term in office between 1983 and 1996.

The Reserve Bank of Australia this month reduced its 2008 economic growth forecast to 1.5 percent from 2 percent. The central bank has slashed its benchmark interest rate 2 percentage points since September to 5.25 percent.

Australia’s leading economic index fell in September, signaling the nation may slip into a recession, ending 17 straight years of economic expansion, Westpac Banking Corp. and the Melbourne Institute said on Nov. 19.

“This investment will deliver a significant stimulus to the Australian economy in the face of the global financial crisis,” Rudd said. “2009 is going to be a tough year.”

Australian business confidence plunged in October to a record low, consumers were pessimistic in November for a 10th straight month and house prices dropped in the third quarter by the most since 1978.

“These are important steps towards better outcomes in health, education, business regulation and other fields,” Business Council of Australia Chief Executive Katie Lahey said in an e-mailed statement. “This commitment to reforms that build the productive capacity of the economy can provide a timely boost to business confidence.”
